Burma Cease-fire groups setting foot on Indo-Burma border

        The ruling military junta in Burma neglects everything in the
country except the politics. One can do all illegal businesses but you
must make sure not to be involved in politics. This is also the case
with many so-called cease-fire groups, which had entered into sorts of
agreements with the regime during the past eleven years. Burmese
government claimed that, as of now total 17-armed ethnic groups had
entered into cease-fire agreements. It has allowed these groups (in
Burmese ?Nyein Chan Ye? groups) to operate both legal and illegal
businesses with freedom in many parts of the country. These groups come
and go in their "areas" with uniforms, guns and their own flags.

If you want to set up an illegal business either gambling or illegal
lottery, you not only need to give ?haftha? money to police or military
intelligence, but also have to see with one of the ?Nyein Chan Ye?
leaders stationed in the area and you need his ?recommendation letter?.

It is the same in Burma?s remote towns bordering with India. In Tamu,
which is bordering with Moreh town of Manipur, almost everybody is
familiar with the name ?Myin Phu? Boss. He owns and controls various
businesses including a drinking water plant and popular Hollywood Hotel
in Namphalon Market (a few meters away from Moreh), a candle plant in
Tamu, and other "legal" businesses, besides a vast underground business
network. Locally, he is known as ?Myin Phu Entkyaw? or ?Myin Phu Boss?,
known after his business ?Myin Phu?. There are some people who had seen
him in public but they don?t know his real name. Local people say that
he and his associates do ?No. 2? business as well. According to local
terms in business, ?No. 1? business means legal business while ?No. 2?
is all the illegal businesses including trading of amphetamine tablets,
heroin and guns.

Myin Phu Boss is a leader of Kachin Defence Army (KDA), which was one of
the armed ethnic groups entered into cease-fire agreements with the
military junta after 1989. Another cease-fire group, namely New
Democratic Army (NDA north-east Kachin State) has also set foot on
Indo-Burma border by opening up its ?business? office in Namphalon
Market recently.

No security forces of Burmese junta check vehicles of these ?Nyein Chan
Ye Organizations? on their way to and from Namphalon Market. Their
vehicles are covered with total black-tainted glass and can be easily
differentiated from other vehicles.

According to local people, houses in Tamu town and shops in Namphalon
Market are being bought over, in a large number, by ?outsiders?, and
they are most probably of these Nyein Chan Ye groups.
