Statement Upon the Formation of  the "Safeguard Association for Political
Prisoners in Burma"
( Activation Committee)
1/99


1.      As the Democratic rights such as freedom of expression, freedom of
organization, and freedom of association have been obliterated inside Burma,
many of the Burmese civilians - including students, monks, women and children -
who have participated in the struggle for Democracy have been illegally
arrested and sentenced to long prison terms by the military regime.  Moreover,
political activists are physically and mentally tortured by Military
Intelligence in the interrogation centers and prisons.
2.      The Burmese military regime does not recognize these activists as
political prisoners thereby violating their basic human dignities by saying to
the country, as well as international organizations and governments, that there
are no political prisoners in Burma. The military regime denies all the
political prisoners inside prisons any contact with Burmese society or the
outside world. Even when they are released, the military regime attempts to
isolate them from the society. The military regime also uses many different
ways to separate their families from the society.
3.      Therefore, we announce the formation of the ?Safeguard Association for
Political Prisoners in Burma (Activation Committee)? on 1st December 1999,
intending to protect the lives of political prisoners. Our organization
consists of former political prisoners who have been incarcerated, and since
released from different prisons within Burma. 
4.      The aims of our organization are as follows:  
a)      To report on the military regime's oppression of political
prisoners who
are presently detained in various prisons. 
b)      To encourage the support of international governments and organizations
in order to pressure the Burmese military regime to prevent the further
persecution of political prisoners. 
c)      To secure the rights of imprisoned political prisoners and to provide
them with basic necessities such as food and medicine. 
d)      To protect the political prisoners upon their release from prison from
the influence of military regime tactics including business, social
interference, intimidation and especially the threat of persecution if the
political activities are resumed.   
e)      To aid in the reconstruction of the ex-political prisoners' lives, and
the support of their mental and physical well-being. 

5.      We would like to invite all former political prisoners now living in
foreign countries, as well as sympathizers who wish to help the Burmese
political prisoners, to work together to achieve the above aims. We also would
like to announce that we will unite the democratic forces and ethnic forces
when we implement our aims concerning political prisoners in Burma.
