Subject: Chronology of disturbing events in the "Safe Area"

November 14, 1999 (Sunday)
That night, one student (Nga Pyu) from the Safe Area was shot in the thigh by a
villager of Maneeloi Village.  The villager accused him of stealing a duck. 
Wounded, he was sent to the local hospital for treatment.  The next day, the
police took him from the hospital and put him in jail, charged with stealing a
duck.  Since then he has not gotten any treatment for his wound.  The student
was dissatisfied with the police action because the Thai police only arrested
the victim, one who was shot, and not the one who shot him.

November 16, 1999 
Two students, Min Lwin and Min Naing, were beaten by camp security police. 
Police said they had a gun.  Actually, it was a toy gun.  Both of the students
received minor injuries.  As the students were very angry about these
incidents, they gathered in front of the office of the camp authorities where
they were shot by the camp security police.  One of the student, Nwe Aung, was
wounded in the knee.  

November 17, 1999
The camp was fenced in with wire.   Students say that this is the sort of wire
used for electric fences, but as of yet the authorities have not run an
electric current through the fence yet.  

November 18, 1999
Min Lwin was arrested by the police.  According to the police, he will be
interrogated for possessing a gun.  Two security police were arrested withthe
charge of creating unrest in the Safe Area by shooting.  Three hundred riot
police are now assigned around the Safe Area to prevent students from going
out.  After these incidents, the students formed an emergency committee with
nine representatives of different groups. That group is negotiating with the
Thai authorities to ease the situation.  

Now the authority have announced that "no more passes to leave the Safe Area
are being given.  Any student found outside the SA will be arrested and
imprisoned for five years.
