Nation Development Programme (UNDP) has recently approved a drugs
deaddiction programme called demanded drugs reduction programme for the
Northeast in view of growing instances of narcotic substance user in the

project is basically aimed at create awareness about the drugs meance and
establishment of deaddiction centers through involvement of community and

<x-tab>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;</x-tab>The recent
seizure of drugs by various agencies in the Northeastern states and
authorities in Burma showed that instances of drugs trafficking and
smuggling in the region in on the rise alarmingly in the region, said
joint secretary (NE) home ministry, G.K Pillai, who come here in
connection with the three-day meeting which concluded here yesterday,
both the neighbors shared serious concern over the cross-border drugs
trafficking in their respective territory and reaffirmed their commitment
to check such activities through appropriate mechanism. The three-day
meeting was attended by senior officials from the Union home, defense,
external affairs, commerce minister and border state of Mizoram, Manipur,
Nagaland and Arunachal Pradesh. <br>

countries agreed to share information each other on seizure of drugs
trafficking and smuggling of narcotic substances, Pillai said.<br>

said that home ministry has concrete evidences of direct or indirect
involvement of certain military groups in the region on drugs business to
procure arms and ammunition. <br>

decided to adopt a free movement regime for improving bilateral ties
between the two friendly neighbors and New Delhi's draft proposal in this
regard have been sent to Yangon, reports PTI.<br>
<br>
The basic objectives of the new regime is to facilitate the people to
visits either countries through the trade centers on the 1643 km long
Indo-Myanmar border in the Northeastern state by amending the existing
Restricted System, Joint secretary (NB) home minister GK Pillai said last
yesterday.<br>
<br>
Under the present system people of the border areas of either said are
allowed go to upto a distance of 25 km in their respective territory for
a day. But other have to follow the normal visa/ immigration rules who
want to visit either India of Burma.<br>
<br>
But India in its draft proposal to Burma insisted that the people of
border areas visit/ stay for a certain period extending 25 km limit after
the introduction of passes by Both sides, G.K.Pillai said.<br>
<br>
The decision to have a free movement regime was taken at meeting but the
entire issue will be given a final shape at the higher level after
further discussion between the two neighbors, G.K.pillia told newsmen
after the meeting.<br>

As soon as the proposals come into effect, the people of the both side
will be benefited as such mechanism will boost trade and commerce between
India and Burma, he asserted.<br>
<br>
Beside strengthening two existing border trade centers in Manipur (Moreh
- Tamu) and Mizoram (Champal - Reh), the meeting resolved to build up all
necessary infrastructure at four traditional trading centers in Nagaland
sector of the international border to enlarge the scope of barter trade
initially.<br>
<br>
The export to Burma increased from 1.87 million dollar in 1998-99 and
during the same period the import to India hiked from 85.86 dollar to
164.40 million dollar. <br>
<br>
The commerce secretaries of both countries are meeting next month in New
Delhi.<br>
<br>
The issue of proposal free movement regime will feature in their
discussion, the officials said, adding both India and Burma assured each
other to take the matter through their diplomatic channels.<br>
