The report below makes some interesting observations on the arrests of
Thai gamblers and the sacking of the Governor of Tachilek.  The Khin Nyunt
connection may help explain why the OSS "Information Sheet" factory has
not commented on these events, though it usually quick to comment on
issues such as the arrest of foreigners.

Re : POST NE WIN POLITICAL ERA HAS BEGUN


A reliable confidential source close to the Ne Win family told us that
General Ne Win in medical terms is now senile (loss mental facilities
associated with old age) . General Ne Win has difficulty speaking , has
difficulty making even small decisions and is under the care of his
daughter Sandar Win. General Ne Win?s deteriorating health does not
permit him to influence Burmese politics. General Ne Win is not yet
dead, but a post Ne Win political era has begun.

The first important meeting of the post Ne Win political era was the
Regional Military Commanders meeting held in Rangoon on October
10-17th. We were told an important announcement will be made after
this meeting. And there were signs that a new Director of Military
Intelligence will be appointed soon.

There was no official announcement after the meeting . But action
speak  louders  than words. The young commanders has started an
anti-corruption drive.

The first sign of this development was the arrest of 34 Thai gamblers at
a casino in Southern Burma. This was not a normal immigration arrest
at the border. A battalion of soldiers raided the casino and arrested the
gamblers. At first they were not even sure they were Burmese troops
since the Thai owner of the Casino has paid a concession fee to S-1
Khin Nyunt. A report in THE NATION ( Oct 25 , 1999 ) stated that
these Thai gamblers were arrested not for illegal entry into Burma, but
for engaging in gambling which is an illegal  activity in Burma. It is
clear that some of the generals is trying to humiliate S-1 Khin Nyunt.
This is how you begin to lose power in Burma.

The second sign of the anti-corruption campaign by the young
commanders is the arrest of the Tachilek military commander for taking
a 10 million  baht bribe from Thai businessmen to facilitate the
re-opening of this important border crossing . The Bangkok Post
( Oct  24 , 1999 ) stated that Lt. Colonel Ko Ko Teh
accepted the bribe at the golf course in Tachilek and was recalled to
Rangoon when this news was published in the Thai newspaper.
S-1 Khin Nyunt has always tolerated corruption.

Within the next few weeks we will have a clearer picture of the new
political situation in Burma. It could get better, but it could also get
worse. The Burmese Resistance will be hoping for the best, but will be
prepared for the worst.
