Protest to Junta's(Myanmar) participation in Manila Parliamentary Meeting.





U Aung Toe is leading a Myanmar delegation to 20th ASEAN  Parliamentary work
Committee General meeting at Manila. Burma Lawyer's Council  strongly
objects to the participation. The delegation has no  locus- standee. Burma
has no parliament. The military Junta is ruling the country by its arbitary
orders and decrees. The May 1990 election was held on the solemn promise by
Junta to abide by its result and peacefully effect transition of power to
the winning party. The Junta has broken its promised. It has not even
convened the parliament nor allowed any constitutional process to be
initiated. Its attempt to commit  political fraud by hoisting sham National
Convention to draw up military headed constitution was exposed in time. More
than ten years have passed. The people in Burma are living in a reign of
terror, torture and repression.
In this context the present Myanmar delegation sponsored any the Junta
should be disqualified/debarred from participation. Even Indonesia a member
of the ASEAN has been changing. Allowing present delegation to participate
will amount to encouraging the military Junta to continue its policy of
repression. It will also be on insult to the millions of people world over
who sympathize with asipirations of Burmese people to have a democratic
parliament.
All delegates please put pressure on Myanmar delegation to give Declaration
that within a time bound frame it will make its government agree to
convening the parliament composed of t he elected members in May 1990
Election. That the constitutional process once started will be carried
forward constitutionally and peacefully and if required ASEAN/ UNO can be
associated. The focal issue is? In a conference of parliaments can destroyer
and suppressor of parliament be a participant?
