Shan Mediation Between the NLD and Junta Failed

Latest reports from Taunggyi indicates that Shan efforts to mediate =
between the
National League for Democracy and the State Peace and Development =
Council, as
the military regime in Rangoon styles itself, have failed.=20

The source form Taunggyi, who was close to the leadership of the Shan
Nationalities League for Democracy, the party that won the most seats in =
the
Shan State in 1990, wrote to S.H.A.N. that junta representatives =
approached
Khun Htoon Oo, the SNLD's president, for mediation recently.=20

"They said they wanted Aung San Suu Kyi to dissolve the CRPP (Committee
Representing the People's Parliament) before any meaningful talks could =
begin.
She was a headstrong woman and they could think of no one else to reason =
out
with her", wrote the source.=20

The CRPP was set up last year with members from the NLD and the defunct =
UNLD,
the united front of the non-Burman parties. It shall be one year old on =
16
September.=20

"Khun Htoon Oo said he wasn't sure he could convince the CRPP to =
dissolve
itself. However, he thought he might be able to ask it to suspend its
activities. 'Wouldn't that be enough to begin talks?' he asked. The SPDC
representatives said they personally liked the idea, but they had to =
report
their superiors first. Since then, the SNLD has heard nothing".=20

The source wrote the SNLD appeared to be disposed to initial talks =
between the
NLD and the SPDC before the actual tripartite dialogue, a stand that has =
been
supported by both the opposition and the international community.=20

Khun Htoon Oo works for the Overseas Courier Service (OCS). He is the =
son of
Sao Kya Zong, brother to the late Sao Kya Seng, Prince of Hsipaw State. =
The
life and death of Sao Kya Seng was vividly described by his consort, =
Inge
Eberhart Sargent, author of "Twilight Over Burma", and Khun Htoon Oo's
aunt-in-law.=20
