Junta's Drug Operator Grabbed By the SSA

Sources on the border say a unit from the Shan States Army had arrested =
a=20
drug operator working under the protection of the Burmese Army earlier =
this=20
month.

Li Zigao, 40, a Kokang Chinese, was taken by a special raiding party =
from=20
Yawdserk's SSA from his home near the border. "He was part owner of one =
of=20
the heroin-amphetamine producing firms", said the source across the =
border=20
who asked anonymity.

"His partners are Liu Zipeng a.k.a Sai Yee a.k.a Muling and Hsiao Yin.=20
Their lab used to be in Mongjawd until Col. Soe Thein, commander of the=20
local military operations command, ordered them last month to move their =

workshop to Parnghawk, only a few kilometers north of the border".

Both Mongjawd and Parnghawk are villages in Mongton Township, Mongsart=20
District, Eastern Shan State, opposite Chiangmai Province of Thailand.

The SSA's Brigade 727, commanded by Maj. Ternkhurh and the Khunsang=20
Tonhoong Mobile Column, commanded by Maj. Khamleng, are known to be =
active=20
in the area.

"The arrest was due to the report made by the Chinese community in=20
Piangluang (Wianghaeng District, Chiangmai Province) that Li Zigao had =
been=20
demanding contributions in the name of the Wa National Army led by =
Mahasang=20
of Wiang-ngern", said the soruce.

Mahasang is the commander to the non-ceasefire Wa group and a member of =
the=20
National Democratic Front, an umbrella organization of the non-Burman=20
groups fighting against Rangoon. He is also a close ally of the SSA. =
Both=20
the NDF and the SSA claim to be anti-narcotics.

"Li was reportedly told not to abuse the honor of the resistance groups, =
to=20
stop producing drugs and to stop setting up armed opposition against the =

resistance", said the source. Li's firm is reported to muster 20-armed=20
guards. "He was released afterwards".

Another report from a different source, however, succinctly says: He =
tried=20
to escape with his handcuffs. There was no SSA official to comment on =
the=20
report.

Li's wife, Hsiao-ri, 36, a mother of 4 children, was reported to have=20
visited the village headman very recently and informed him of her =
husband's=20
failure to show up, said yet another source.

Li used to serve in Khun Sa's Mong Tai Army as a battalion commander. He =

was reported to be enjoying a close relationship with Maj. Nyan Myint, =
an=20
officer in the local area who reports directly to Gen. Khin Nyunt, the=20
State Peace and Development Council's Secretary-1.

Wa families Resettling Along the Thai Border

The ceasefire Wa group's soldiers stationed along the Thai border =
opposite=20
Chiangmai and Chiangrai Provinces are bringing down their families from =
the=20
north to resettle in Mongton and Mongsart townships of Eastern Shan =
State,=20
said Maihoong, S.H.A.N.'s source at the border.

On 8 September, 12 families numbering 56 people were transported from=20
Mongpiang to Mongton in 8 four-wheelers and taken to Namhookhun, a =
village=20
5 km east of Poongpakhem, near BP-1.

They needed to be in time for this year's poppy-planting season, said =

Extra-judicial Killings Among Junta Troops

On 26 August 1999, 4 officers and men from company 4, Infantry Battalion =
65=20
in Mongton were put in the guardhouse for drinking and fighting among=20
themselves.

They were.
1. Captain Than Htoon, 39 (Deputy company commander)
2. Sgt. Soe Thaung, 40
3. Cpl. Soe Than, 37
4. Pvt. Htun Hlaing, 30
The four were reported to have connived with the jailer, Mya Thaung, to=20
make an escape. But on their way to the Thai border, a disagreement =
arose=20
among them, which resulted in Mya Thaung's killing of his fellow =
deserters.

However, on his return to unit, he was tied up, beaten and dragged until =
he=20
died of his wounds, reported Maihoong on 3 September.

Junta Tightens Crossing Rules at the Chinese Border

Myo Min Aung, S.H.A.N. source in northern Shan State, reported on 3=20
September that border crossing rules have changed for the worse at the=20
Chinese border.

"In the past, a person who wanted to cross over to Zegao (near Ruili) =
from=20
Muse could easily do it by giving his or her name, age and address and 5 =

Jaw (100 Jaws make 1 Yuan) for the border pass to the Chinese police, "=20
said the source.

"But now only those who carry border passes given by the Burmese side =
can=20
cross over".

Passes are issued to only those who carried their national ID cards. The =

locals who can show their Form-10s (household registers) are issued =
passes=20
with a 3-month tenure. Outsiders are only given a 7-day permit. The =
passes=20
cost K. 300 each.

"The visitor has to show his or her pass to the immigration officers =
both=20
Chinese and Burmese to fix their stamps at the border crossing", said =
Myo=20
Min Aung, "And has to return to the Burmese side before the gates close =
in=20
the evening. No one is allowed to spend the night on the Chinese side".

The Chinese have also installed TV-cameras along the side =

he added. "We keep hearing people being taken into custody for illegal=20
