CLARIFICATION ISSUED BY U TUN SHWE, FORMER REPRESENTATIVE-ELECT FROM
MOENYO CONSTITUENCY NO . 2

My Comrades of the Moenyo NLD and my NLD supporters during the 1999
National Elections
As you are all aware, I have been a Pyithu Hluttaw Representative
ever since the time of the Burmese Way to Socialism Programme Party and my
bonds of affection with the Moenyo electorate go back a long way and run
deep. During the Socialist period I worked indefatigably to obtain relief
supplies for hurricane victims amongst my Moenyo constituents, help Moenyo
farmers receive a fair share of newly formed riverine alluvial islands, and
have an electricity generator installed at Zin:Chaung Village.
I also approached the then Minister Brig.Gen Sein Win, who was
friendly with me, to solicit his aid in getting official sanction for the
construction of a metalled road from Moenyo to Minhla, and owing to his
intercession the project was duly approved by the Cabinet. Following his
advice I convened a mass meeting of my constituents to explain to them what I
had done. Unfortunately, raging floodwaters breached the retaining walls of
the dykes and embankments and destroyed the tar road, with the result that
the project had to be abandoned.
Election as an NLD Hluttaw Representative
2. Many people, especially politicians and lawyers, rushed to join
the NLD in the hope of becoming an NLD Pyithu Hluttaw Representative in the
1990 National Elections. Not wishing to be branded as a political
opportunist, I purposely refrained from applying for NLD Party membership.
Nor did I take any steps to become elected as an NLD Hluttaw Member.
However, as the election date neared, many of my former
constituents urged me to stand for the Pyithu Hluttaw on the NLD ticket and
as a result of their efforts I was elected NLD Hluttaw Representative-Elect
from Moenyo Constituency No. 2 .
3. In view of my goodwill, sincerity, political experience and legal
expertise I was given highly responsible positions in the NLD.
Steadfast Commitment to the Welfare of the Nation
4. Owing to personal regard for Daw Aung San Su Kyi among the rank and
file of the NED membership, there have been relatively few challenges to her
authority and wishes within the Party.
5. In the interests of the nation and the general public, I had been a
vocal critic of the policies and activities of members of the Central
Committee of the Socialist Programme Party. During the Final Session of the
First Pyithu Hluttaw I tabled a motion to introduce the Writ system to
enhance the legal rights of Myanmar citizens(Recorded in the National
Archives.)
6. Ever since I came of age and joined the People's Volunteer
Organization (PVO) I have revered the Architect of Myanmar's Independence,
General Aung San. I was a member of the of the Pyithu Hluttaw delegation sent
to Japan by the Socialist Government, and as the delegation's secretary I
made the acquaintance of Bo Moe Gyoe's widow (Mrs. Suzuki) and through her of
Gen.Aung San's widow Daw Khin Kyi. Subsequently I came to know and became
attached to Daw Khin Kyi's daughter, Daw Aung San Su Kyi.
7. With a view to preventing national calamity, enable the NED to
remain within legal bounds and prevent disintegration of the Party, I have,
from time to time, prepared papers outlining my views and suggestions and
submitted them to the NLD leadership, without eliciting any response on their
part. In the present situation, with complete destruction staring the NLD in
the face, I got together with some other representatives to write a report
setting out our views on how to avert the impending disaster.
8. While I was under detention for the third time, the NED formed a
10-man NLD Hluttaw Committee to represent all the elected Hluttaw
Representatives, including in the Committee individuals who were not even
Party members. This 10-man Committee, by violently criticizing all
constructive activities of the State Peace and Development Council and
slavishly emulating the line followed by the Western dominated expatriate
groups, has exacerbated the confrontation between the NLD and the State Peace
and Development Council and brought the Party to the brink of ruin. Many
party members have been placed under detention and the Party is on the verge
of collapse.
9. Accordingly, a group of (9) Hluttaw representatives including
myself came together to prepare a report reviewing the current positions
of the State Peace and Development Council and the NLD Central Executive
Committee and proposing that the two sides, in the larger interest of the
nation,meet to try and resolve their differences and seek a way out of the
present impasse. (Copy of Report attached).
10. This action follows democratic party procedures,is well within the
legal rights of members and is aimed at promoting national development and
national reconciliation. In response to this report the NLDF Central
Executive Committee declared that (18) NED members were no longer Pyithu
Hluttaw Representatives-Elect of the NED and informed the National Electoral
Commission to that effect.
11. The Elections Commission responded by issuing a notification on
5-7-99 declaring (9) of the ousted representatives, including myself,
Representatives-Elect (Independent) to the Pyithu Hluttaw from their
respective constituencies.(Copy attached).
Submission
12. As the present Pyithu Hluttaw Representative-Elect (Independent)
from Moenyo Constituency, I hereby pledge that I will continue to exert every
effort to promote the development of Moenyo Township and redress the
personal
grievances of each and every member of my constituency.
