Subject: Urgent action: Kill Hall's amendment to HR 2415



Rep. Tony Hall is going before the Rules Committee tonight with
an amendment
to Authorization bill for State Department funding.  His
amendment is
intended to stop U.S. and U.N.D.P. consultation with Aung San
Suu Kyi and
the democracy movement on UNDP money spent in Burma and to allow
the UNDP to
give funds directly to regime ministries and front organizations
like the
USDA.  The bill will be voted on by the Rules Committee on
Thursday,
probably in the morning.

Background---

Right now, Congress imposes four Burma related conditions on US
funding for
UNDP programs in Burma.  Three of them are that UNDP programs in
Burma:

B) are undertaken only through international or private
voluntary
organizations that have been deemed independent of the State
Peace and
Development Council (SPDC) (formerly known as the State Law and
Order
Restoration Council (SLORC), after consultation with the
leadership of the
National League for Democracy and the leadership of the National
Coalition
Government of the Union of Burma;

(C) provide no financial, political, or military benefit to the
SPDC; and

(D) are carried out only after consultation with the leadership
of the
National League for Democracy and the leadership of the National
Coalition
Government of the Union of Burma.

Hall's amendment would gut these restrictions.  The UNDP would
be free to
ignore Aung San Suu Kyi and the democracy movement also provide
direct
funding to the regime through its ministries.

The Rules Committee will vote on this sometime on Thursday
morning.
