STATEMENT 86(7/99)(translation)

1. We have heard that papers indicating resignations of 221 NLD members from 
South Okkalapa were submitted on 28 May 1999 at a function held in 
Thiriyadana Hall at the Number 1 (Basic education) High School.

2.  The National League for Democracy is still a registered and legally
constituted political organisation. Membership rules and procedure for
acceptance of new members, resignation and removal exist and are being
followed. These are matters that concern the internal working of the
party which no authority, organisation or person has the right or power
to usurp to demean the party. It is an arrogant disregard of natural
justice.

3.  The League has full knowledge of the maneuvering and how the
authorities and their associates applied pressure to make the members
resign. (The list of names of persons who conspired in the exercise is
appended).

4.  The function was attended by about 90 persons mainly from the
following groups:-
(1) The authorities and those obligated to them for business and social
reasons.
(2) Personnel from respective government departments.
(3) Staff members of the township PDC.
(4) Members of the ward PDC
(5) Staff members of Development Councils.
(6) Red Cross and Fire Brigade members.
(7) USDA members.
(8) Others who were duped with the promise that they would be given
recognition in the census list.

5.  Those who declared that they were resigning were not genuine
members. Included in the list were:-
(a) individuals who had already distanced themselves from the League
unwillingly out of fear, intimidation, and hardships.
(b) Individuals who are members but are in government service.
(c) Individuals who are members but had become members of the ward PDC.
(d) Individuals who are members but had become members of the USDA.
(e) Individuals who are members but had joined the Red Cross or Fire
Brigade.
(f) Non-members and deceased members.

6. The announcement that appeared in newspapers published by the
authorities on the 30 May 1999 contained the statement  "because they
had no desire to participate in the political activities of the National
League for Democracy they had resigned of their own free will and that
notice of such resignations had been sent to the party involved".
However, up to date no such letters of resignation have been received
from the recipients of those resignations.  This exposes their mala fide

intentions.

7.  The township authorities and the Township Elections Commission
authorities and their cohorts who organised the function of NLD South
Okkalapa members' resignations have deliberately orchestrated the
occasion in order to diminish the reputation and integrity of the NLD
for which they deserve vehement condemnation.
