DRUG TRAFFICKING: SPDC'S ARMY, DRUG-TRAFFICKERS AND HOW THE UNITED
STATES MONITORS THEM
**********************************
By Julien Moe
22th JUNE 1999

Burma is still known as one of the biggest producers of heroine.
Despite
the fact that the government in Rangoon is not officially involved in
drug
trafficking, it is reported that drugs seized by the Burmese army have
been
re-sold into the hands of the drug-traffickers in China.
A divisional commander may have seized heroine but instead of destroying
the
seized drugs ,he sells them back to the drug-traffickers in China.

In a step toward joint operations to fight international crime, the
United
States and China have established a secret electronic surveillance post
along China's border with
Burma to eavesdrop on narcotics traffickers from the Golden Triangle,
one of
the world's biggest
sources of heroin.

The U.S. government has also given China several dozen Humvee vehicles
for
narcotics
interdiction in mountainous terrain along the Burmese border. Chinese
sources also said that the
United States has established a secret fund that Chinese officials can
access to run the
surveillance center.

The listening post, staffed by Chinese and U.S. agents near the Chinese
border town of Ruili in
southern Yunnan province, marks a significant step forward in a U.S.
intelligence-sharing
relationship with China that dates back to 1971. Ruili is a town , just
a short
distance away from the Kachin State and the Shan State, the regions
where
drug-traffickers have loads of activities. The regional commanders of
the
Burmese army, while stationed in the Kachin State, are reported to
have
re-sold drugs into China.

Another fact about the Burmese government is that Burma has been a safe
haven for drug-traffickers like Khun Sa who is wanted by the United
States
on drug charges. Khun Sa has paid more than $500 million to the Burmese
government for granting asylum to him. If you were a drug trafficker
wanted
by the United States, do not worry. Just bribe your way into Burma and
you
will be granted , not "political asylum" but "drug-trafficking asylum"
and

business licenses as well. It is not an astounding fact that Washington
does not recognize Rangoon's anti-narcotic efforts despite limited
assistance from DEA at the American embassy in Rangoon.
