Move to give provincial governors extra powers

Over the hiring of foreign workers

The Employment Department will soon propose that provincial governors be
authorised to decide whether the employment of foreign labour should be
continued in their respective provinces once the August 4 deadline expires.

Deputy director-general of the department Nakhon Silpa-archa said the proposal
would be forwarded by the department to the national subcommittee dealing with
problems associated with foreign labour in line with Deputy Prime Minister
Korn
Dabbaransi's idea to promote the decentralisation of power on labour affairs.

The move follows previous cabinet resolutions which allowed the continued
employment of foreign labour in 1996 and 1998, he added.

According to him, the subcommittee would soon meet to work out guidelines to
monitor the employment of foreign labour nationwide and measures to encourage
entrepreneurs to improve working conditions to attract more Thai replacements
for foreign workers.
A source said the subcommittee would also be asked to consider allowing the
setting up of provincial agencies representing the state, employees and
employers to oversee the 
employment of foreign labour.

In May, provincial governors submitted requests with the Employment Department
for the continued employment of some 303,000 alien workers in 51 provinces.

Under the current law, each province has a subcommittee to oversee the
employment of foreign workers. The panel is chaired by the governor.
