THE 52ND ANNIVERSARY OF THE UNION DAY STATEMENT


The 12th February, 1999 is the 52nd anniversary of the Union Day of Burma.
On 12th February, 1947, a historical agreement was signed at Panglon, Shan
State, Burma. By this agreement, the basic stones were laid for
independence of Burma, and to establish a union where all the nationalities
of Burma would live together.

This historical agreement includes:
"The members of the conference, believing that freedom will be more
speedily achieved by the Shans, Kachins and Chins by their immediate
co-operation with the interim Burmese Government, the members of the
conference have accordingly, and without dissention, agreed as follow",
have been mentioned in its introduction. 

Besides, in its paragraph 5:
"Through the Governor's Executive Council will be augmented as agreed
above, it will not operate in respect of the Frontier Areas in any manner,
which would deprive any portion of these areas of the autonomy, which it
now enjoys in internal administration. Full autonomy in internal
administration for the Frontier Areas is accepted in principle." 

And in paragraph 7:
"Citizens of the Frontier Areas shall enjoy rights and privileges, which
are regarded as fundamental in democratic countries" have been mentioned
clearly.

In present under the rule of military regime in Burma, the essences of the
Panglon Agreement have been disappeared, and the entire country is engulfed
in the civil wars.

To build a genuine "Union of Burma" can only be possible by the real spirit
of unity, respect, love for one another and equality for all. Repressions
and violence cannot help.

In addition, also that is why, a tripartite dialogue is necessary to solve
the ethnic problems and to build a genuine "Union of Burma."

Thus, we invite and encourage all citizens of Burma, who live abroad or
inside Burma, to get united for establishing a federal union of Burma which
will grantee the equality, intergritry, fraternity and prosperity of all
nationalities and races of the country.

all-organization meeting held on Feb. 10, 1999, in New Delhi.
