The World Bank is taking the
unusual step of seeking public comment on its environmental strategy for
the energy sector. James Bond, director of the Energy, Mining, &
Telecommunications Department and Robert Watson, director of the
Environment Department say comments from the public are welcome through
Monday, February 1.

The Environment Department and the Energy, Mining & Telecommunications
Department of the World Bank, in collaboration with the Technical and
Environment Department and Power Department within the International
Finance Corporation, have prepared an environmental strategy paper for the
energy sector, which the Bank hopes will result in a better understanding
of policy and lending priorities in these areas.

This Sector Strategy Paper will also serve as the basis for more detailed
operational guidelines that will shape country-specific assistance
programs.

The World Bank Group's October 29, 1998 draft paper "Fuel for Thought: A
New Environmental Strategy for the Energy Sector," as presented to the
Bank's Board of Executive Directors at its meeting November 24. The
Executive Directors made a number of substantive points about the Strategy
Paper. They suggested that a further round of external consultation was
necessary since an updated version of the paper had not been seen by
external stakeholders before it was presented to the Committee on
Development Effectiveness of the Board.


During January, the Environmental Strategy for the Energy Sector team will
analyze the comments received from the Executive Directors, and identify
options for responses.
Upon completion of the virtual consultation with external stakeholders, the
Team will summarize the comments received, and disseminate the results to
the Executive Directors.
During February, the strategy will be further shaped in meetings with
individual Executive Director's offices to discuss their specific concerns,
the Teams options for responses, and the results of the virtual
consultation with external stakeholders.

The revised Strategy Paper will be re-submitted to the Board of Executive
Directors by the end of March.

Then the final paper will be posted on the Website for broad dissemination
to the public.
