MYANMAR MILITARY GOVERNMENT MAKING
ACTIVE NARCOTIC ERADUCATION MOVEMENTS

Myanmar has the world known producing area of narcotics such as
heroin. The northeastern district actively and appealing it to the
world. The northeastern district of the country is the main producing
area of poppy, which heroin and opium is made from. They are switching
the cultivation to other crops and strengthening the expose of
narcotics transportation routes. At the same time, the government is
appealing it to the world on a large scale. Under the economic
sanction of western countries, because the oppression on
democratization movements, the government is try to hold down the
international anti-military government feelings by this narcotic
eradication movements and trying to resume the economic aids.

"Western countries always look Myanmar government negatively. But it
is the obvious fact that we could get unprecedented successful result
on the war against menace to human-being." On November 30, the SPDC
Secretary-1, General Khin Nyunt emphasized.

In this area, so called "Golden Triangle" from 1997, the military
government started test cultivation of buckwheat in place of poppy by
technical cooperation from Japan. The Secretary-1 expressly visited
the village although it took three hours by airplane from Yangon and
appealed the strong attitude of the government against the narcotics.

In addition to the switching crops, the military government is making
effort ones on strengthen the expose of narcotic transport routes and
propaganda. An officer in charge of eradication of poppy cultivation
in northeastern district of Myanmar proudly said "For 2 years from
1996, we confiscated 1,400kg. of heroin and 6200 Kg. Of opium".

According to the diplomatic source, the reason why the military
government is so eager to the countermeasure of narcotics is because
"Trying to destroy the source of fund for some minor races groups
which are standing against the government." At the same time, the
government must anticipated the resumption of aid from overseas.
Because if it is for a part of narcotic eradication, even western
countries it is hard to oppose.

Actually, Japan already decided to donate tractors and bulldozers to
Thar Shwe Tha village for
construction and repairing of roads. In April 1998, America also
disclosed that they are going to send aid of $3 millions through the
United Nations.

For this movement, the Secretary General of NLD, Aung San Suu Kyi is
still saying "Aid helps only Military Government" and opposing the aid
even it is for eradication of narcotics. Therefore, America can not be
eager for economic aid further. By the severs political confrontation,
even world most urgent problem of narcotic control are used as a
political issue.

Opium and heroin were produced traditionally in Myanmar, but it is
said that recently the production of stimulant drugs also became
active. To the military government, we wish to demand further active
operation against narcotics and at the same time, the international
society should make efforts to see the real intention of the military
government too.
