NCGUB - FTUB - NLD (L.A) INC.



Old fashion politic


A friend said " Dr.Sein Win hadn't  involve in politic whilt his years and
even after. He is catching up quite ok ???.  " in a conservative way- lobby
the top brass  who's got the power. The risk  about this strategy  is  that
you could easily become ' the scrap picker of the White House  back lane.
If I were you ' I wouldn't  do this kind of 60s politic. 
I would rather  rally our  fellow expactriates ,grass root support  then
their governments internationally.We 'd hardly  informed  what NCGUB is
doing.May be busy with lobbying and once every two month radio
interview.More precisely , when situation arises.

Bunch of little men with love of a three piece suites so call Mpees from
Burma under military rule. Give them little from the discretionary funds to
make them survive  in the name of democracy movement for Burma.

U win khet formed shonky NLD (L.A )and appoint someone as representative
and the same time someone ,I won't name the persons and it is unnecessary, 
exist under the exact name of NLD (L.A) .U Win Khet is responsible to sort
this doubling up and NCGUB  knew exactly what was going on with that. But 
it prefered to shovel under the carpet rather than clean the air and steam
full ahead.This is the kind of mentality NCGUB is fostering  and it is
bleeding NCGUB slowly to death.

I remembered someone had asked about it and U Sein Win was the one chose
himself to answer,very arrogantly that he had answer that he had already
answered it in his 1995 public meeting here in Sydney and he  was not going
to answer it again. It was just like that and it was an insault to the
public.
At least one thing PM of NCGUB must realise the fact was that not all the
people here now in 1998 had attended his public meeting of 1995.They would
not know what he was talking about.

Same as other subodinate,FTUB,NCGUB gave  endorsement to it and FTUB
becomes a feeding hand for NCGUB with trade unions funds around the
world.In order to unionise Burma before hand with money and supports.
Unionism becomes another bully bureaucracy of workers with $ 4 odd dollars
membership fees perweek.Union membership is badly declining these days in
Australia.In the end of the day,all union leaders become politicians.




  This is what I call 60s politics and  it is sux.

this time said , you do your and  we do ours. To a particular person from
the public who has raised a quite remarkable question regarding NCGUB's
performance that 

What an answer!  Hard to believe that this is the kind of response we will
be receiving from MP's of democracy believers.  If this kind of mentality
they have at this time, imagine when they are in Power, For sure they will
be the ones locking up dissidents without a fair trial.  

We still need our safe guard even though democracy has arrived in Burma. 
Daw Aung San Suu Kyi alone is definitely not enough.

I suggest NCGUB should be the one undisputedly playing a leadership role
among overseas activists.  Obviously that is not happening now. Invisible
creepy undemocratic people call themselves MPs from Burma, 100% democrats
living on the support of various organisations around the world, just
barely surviving.  There is no fun to run or do anything.  If they are open
enough, democratic enough, transparent enough, there are overseas Burmese
willing to contribute which amount to be enormous and clean one.  Either
they are undemocratic or lacking in leadership skills.  Things are not
going well for so long, but still it does not matter. Come down with open
heart to fellow Burmese ex-patriots. Then we can work things out.  Do not
prejudice as yourself an Ms, Government.  That kind of shit is the problem
at the moment.

Their dress code, informal meeting, 3 pieces, they have got it all wrong. 
Wrong perception.  It is sad.

First I became known to U Sein Win, maths professor, Doctor Sein Win
through our political networking groups formed after the month of 1988
uprising, in Sydney.  Humble U Sein Win with the help of Ethnic leaders
have tried to set up an exile government, later known as National Coalition
Government of Union of Burma (NCGUB). Subsequently this group have drawn up
a national constitution and signed up many others agreement in the name of
NCGUB.  However, whether Doctor Sein Win and handful of elected Ms have got
the mandate to do so was in many points of view, remains a big question. 
Nevertheless I personally accepted the fact that we desperately needed a
professional organisation to lobby on a full time basis on international
arena which they are doing at this time, and I am totally supportive of
this, principally, but the problem is as a Government, there are
fundamental flaws ingrained in NCGUB set up and its performance(s).  As a
concerned person and as a government NCGUB itself, I believe  I have got a
democratic right to criticise and further more NCGUB has an obligation to
answer my questions.

1.	Too much concentration on the Structure of a Government.  NCGUB has set
itself up with all kinds of Governmental Departments, where possible.  For
example.  Ministry of Labour, Legal Judiciary, Health Ministry, Ethnic
Affairs, Foreign Affairs and so on.  But very oddly there was a department
they set up that was never heard of, in any part of the world, "American
Affairs Department" manned by "Mr Know Everything"  U Bo Hla Tint. Yet
NCGUB and Dr Thaung Tun and others have repeatedly complained about not
having enough manpower to reply to those concerns relayed on the Burma net,
earlier regarding NCGUB/FTUB issued by concerned individuals and
organisations.    Also the same concerns were raised by certain diplomats
whose countries have provided financial assistance to NCGUB, these issues
were published on 17th July 1998 issue of Asia Week. These concerns have
damaged NCGUB quite extensively on being standing as a Government.  
2.	These were not just blind accusations by egocentric ex-patriots and
organisations, yet NCGUB have chosen to ignore these concerns and taken on
a "hear nothing, see nothing attitude.  
3.	INEFFICIENCIES.  Eight years of lobbying in the UN NCGUB has not been
recognised officially by a single Government of the world was said by Dr
Thaung Tun, NCGUB's UN lobbyist.  Moreover there is no guarantee that will
be any in the near future.  I have suggested to Dr Thaung Tun, at the
Melbourne conference on Free Burma, "Why are you guys hanging in there for
so long if there are no prospects of being recognised?  There are a lot
more other things to do, such as East Timor resistance group, whereby its
people are solidly behind  their leaders call for any action and achieving
tremendous media and diplomatic attention, by carrying out certain actions,
even though their leaders were not elected by the people in the election. 
We can solidify the support of 1988 students, ethnic nationals and
ex-patriots.  NCGUB should work on it as well as the UN lobbying.  Once you
have got that the international organisation will respect the NCGUB more
and will achieve political goals.  Not just on the paper and sign
agreements of unity but by actions.  The problem with NCGUB is, it has gone
straight to the old style of politics in the 1960's.  It must change to
current strategy and style.
4.	Undemocratic and too conservative.
5.	Lack of leadership attitudes
6.	Engaging in improper conduct

If situation in Burma has improved by any chances towards a sure

Sometime I wonder who are the political advisers to NCGUB.They must be from

After three decades of economic super high growth and prosperity is by no
mean sustainable without a proper democracy has shown in Asia economic
meltdown. Where private sectors capital borrowing has superseded with the
help of government's nepotism, cronyism and top level government
corruptions have contributed to free flow of capital borrowing has enslave
the whole nation in the end. Sharyo resigned,and replaced by "the dirty
mob"Habibie just to be a signatory for IMF but the  misery of ordinary
Indonesians has getting worse by the day and more of the mountain loads are
just yet to be faced at their door step.

Prolong devastating effect of Asia economic crash causes the whole world

stock markets around the world are panicking. Yet there are no remedy
insight for this. No one knows what to do. The world economy is in such a

To rebuild Burmese economy once the military has gone by massive foreign

lending will be very strict and may well be no funds to lend as IMF and the
World Bank are locked in with newly bankrupt countries around the world.
I wonder Where does NCGUB stand regarding future strategy on Burma. Please
reply to me on that.
 
I have spoken to Dr. Thaung Tun on NCGUB being not transparent enough in
the rule of democracy and it is damaging to its standing as a government.
He has just nodded his head but no comment.

When I presented " Grass root Democracy " campaign in Melbourne 
conference,Amanda Zappia and Priambudi Sulistiyanto,a political scientist
who has done his master degree on Burmese democracy movements, joined me in
a group to discuss on how  to make our political leaders honest and
accountable by grass root involvement in country's political process.People
are loosing faith on politicians. There are very, very rare to come across
an honest politician. They gave us empty promises before the election which
they never honour after they are elected.We know that they are going to lie
to us. But we had no choice and no power to stop them but had to make a
choice based on distrust and lies  which never make a real democracy.
People must have a power to control  over them and sack them if they do not
perform well. They are paid well by people's money any way.

NCGUB should be friendlier to Burmese expatriates and overcome a Dark Age
mentality of fearing the spy phenomenon. The expatriates are a real force
behind them if they are to succeed in what they are doing.

Both Amanda and Dr. Thaung Tun agreed to convey the following messages to
NCGUB.

1.	Open up NCGUB own Web site containing
a.	Structure  of its government
b.	Set up advise and criticism page
c.	Public information on its policies and set outs  
d.	Of cause, this is understood that some confidential will be withheld.

So far, since July, nothing had happened regarding public information on
NCGUB's actions- still creeping in the dark.

This is a very irresponsible acts and I wonder that NCGUB realises that
we,overseas Burmese are some how subject to whatever happens in Burma and
including the actions that NCGUB is taking here.Simply because most of us
still ally to Burma. We are effected by the monkey business that you
pursue. When Asiaweek mentioned about NCGUB , we are concerned. Stop acting
like an amateur activist group with no accountabilities.The mandate that
people of Burma have given you is a no joke.Further more do not cheat.

I remember, just after deadline of 21/9/98 called by NLD inside Burma was
up ,NCGUB released a statement regarding to that on Burmanet,which they do
whenever suited them. A very strong and very heroic in tone (please find it
on                                     )that they are mandated to carry out
implementing democracy in Burma at any cost as if risking their lives in
doing so by NCGUB members.

This statement seemed to me that a sheer attempt to grab an opportunity to
coincide with possible uprising inside Burma after DASSK has denounced the
military to convene the parliament themselves.

That was it and we have not heard from NCGUB since on Burmanet as things
have cooled down in Burma.
 
After 8 years of lobbying and blacking out information about itself ,people
can still draw a conclusion on NCGUB 's  failure as an exile government of
union of Burma.

NCGUB must immediately reform towards better performance and strategy or
condemned by the history. The recommendation is 

1. Stop being considering yourself as above of other people of being MPs
which do not mean much in this part of the world   

2.Workout very hard to get a practical solution on how to rally overseas
Burmese support behind 

3. Call on a forum between all overseas Burmese and NCGUB to work out the
best possible strategy

First I became known to U Sein Win, maths professor, Doctor Sein Win
through our political networking groups formed after the month of 1988
uprising, in Sydney.  Humble U Sein Win with the help of Ethnic leaders
have tried to set up an exile government, later known as National Coalition
Government of Union of Burma (NCGUB). Subsequently this group have drawn up
a national constitution and signed up many others agreement in the name of
NCGUB.  However, whether Doctor Sein Win and handful of elected Ms have got
the mandate to do so was in many points of view, remains a big question. 
Nevertheless I personally accepted the fact that we desperately needed a
professional organisation to lobby on a full time basis on international
arena which they are doing at this time, and I am totally supportive of
this, principally, but the problem is as a Government, there are
fundamental flaws ingrained in NCGUB set up and its performance(s).  As a
concerned person and as a government NCGUB itself, I believe  I have got a
democratic right to criticise and further more NCGUB has an obligation to
answer my questions.

1.	Too much concentration on the Structure of a Government.  NCGUB has set
itself up with all kinds of Governmental Departments, where possible.  For
example.  Ministry of Labour, Legal Judiciary, Health Ministry, Ethnic
Affairs, Foreign Affairs and so on.  But very oddly there was a department
they set up that was never heard of, in any part of the world, "American
Affairs Department" manned by "Mr Know Everything"  U Bo Hla Tint. Yet
NCGUB and Dr Thaung Tun and others have repeatedly complained about not
having enough manpower to reply to those concerns relayed on the Burma net,
earlier regarding NCGUB/FTUB issued by concerned individuals and
organisations.    Also the same concerns were raised by certain diplomats
whose countries have provided financial assistance to NCGUB, these issues
were published on 17th July 1998 issue of Asia Week. These concerns have
damaged NCGUB quite extensively on being standing as a Government.  
2.	These were not just blind accusations by egocentric ex-patriots and
organisations, yet NCGUB have chosen to ignore these concerns and taken on
a "hear nothing, see nothing attitude.  
3.	INEFFICIENCIES.  Eight years of lobbying in the UN NCGUB has not been
recognised officially by a single Government of the world was said by Dr
Thaung Tun, NCGUB's UN lobbyist.  Moreover there is no guarantee that will
be any in the near future.  I have suggested to Dr Thaung Tun, at the
Melbourne conference on Free Burma, "Why are you guys hanging in there for
so long if there are no prospects of being recognised?  There are a lot
more other things to do, such as East Timor resistance group, whereby its
people are solidly behind  their leaders call for any action and achieving
tremendous media and diplomatic attention, by carrying out certain actions,
even though their leaders were not elected by the people in the election. 
We can solidify the support of 1988 students, ethnic nationals and
ex-patriots.  NCGUB should work on it as well as the UN lobbying.  Once you
have got that the international organisation will respect the NCGUB more
and will achieve political goals.  Not just on the paper and sign
agreements of unity but by actions.  The problem with NCGUB is, it has gone
straight to the old style of politics in the 1960's.  It must change to
current strategy and style.
4.	Undemocratic and too conservative.
5.	Lack of leadership attitudes
6.	Engaging in improper conduct

conford houses like Harry Wu and Wan Dang of Chinese democracy movement.
If situation in Burma has improved by any chances towards a sure
victory,Dr. Sein Win and gang will receive a very fanciful flag to go home
with.U.S govt also help in away that it can within its policy guidelines
juggled between the White House and the Capitol Hill.This is the way the
politic works here and they should know all these.

Sometime I wonder who are the political advisers to NCGUB.They must be from
the era of 1960s political lobbying.They have largely discounted importance
of their own people and believe in top brass and champing political
lobbying. The risk is NCGUB may well become a scrap picker ,like many
others out there rorting in the back lane of the White House.

After three decades of economic super high growth and prosperity is by no
mean sustainable without a proper democracy has shown in Asia economic
meltdown. Where private sectors capital borrowing has superseded with the
help of government's nepotism, cronyism and top level government
corruptions have contributed to free flow of capital borrowing has enslave
the whole nation in the end. Sharyo resigned,and replaced by "the dirty
mob"Habibie just to be a signatory for IMF but the  misery of ordinary
Indonesians has getting worse by the day and more of the mountain loads are
just yet to be faced at their door step.

Prolong devastating effect of Asia economic crash causes the whole world
economy running scared. American economy has begun to get shaky and the
stock markets around the world are panicking. Yet there are no remedy
insight for this. No one knows what to do. The world economy is in such a
mess as never before.

To rebuild Burmese economy once the military has gone by massive foreign
capital injection may become somehow a wishful thinking of the past. Funds
lending will be very strict and may well be no funds to lend as IMF and the
World Bank are locked in with newly bankrupt countries around the world.
I wonder Where does NCGUB stand regarding future strategy on Burma. Please
reply to me on that.
 
I have spoken to Dr. Thaung Tun on NCGUB being not transparent enough in
the rule of democracy and it is damaging to its standing as a government.
He has just nodded his head but no comment.

When I presented " Grass root Democracy " campaign in Melbourne 
conference,Amanda Zappia and Priambudi Sulistiyanto,a political scientist
who has done his master degree on Burmese democracy movements, joined me in
a group to discuss on how  to make our political leaders honest and
accountable by grass root involvement in country's political process.People
are loosing faith on politicians. There are very, very rare to come across
an honest politician. They gave us empty promises before the election which
they never honour after they are elected.We know that they are going to lie
to us. But we had no choice and no power to stop them but had to make a
choice based on distrust and lies  which never make a real democracy.
People must have a power to control  over them and sack them if they do not
perform well. They are paid well by people's money any way.

NCGUB should be friendlier to Burmese expatriates and overcome a Dark Age
mentality of fearing the spy phenomenon. The expatriates are a real force
behind them if they are to succeed in what they are doing.

Both Amanda and Dr. Thaung Tun agreed to convey the following messages to
NCGUB.

1.	Open up NCGUB own Web site containing
a.	Structure  of its government
b.	Set up advise and criticism page
c.	Public information on its policies and set outs  
d.	Of cause, this is understood that some confidential will be withheld.

So far, since July, nothing had happened regarding public information on
NCGUB's actions- still creeping in the dark.

This is a very irresponsible acts and I wonder that NCGUB realises that
we,overseas Burmese are some how subject to whatever happens in Burma and
including the actions that NCGUB is taking here.Simply because most of us
still ally to Burma. We are effected by the monkey business that you
pursue. When Asiaweek mentioned about NCGUB , we are concerned. Stop acting
like an amateur activist group with no accountabilities.The mandate that
people of Burma have given you is a no joke.Further more do not cheat.

I remember, just after deadline of 21/9/98 called by NLD inside Burma was
up ,NCGUB released a statement regarding to that on Burmanet,which they do
whenever suited them. A very strong and very heroic in tone (please find it
on                                     )that they are mandated to carry out
implementing democracy in Burma at any cost as if risking their lives in
doing so by NCGUB members.

This statement seemed to me that a sheer attempt to grab an opportunity to
coincide with possible uprising inside Burma after DASSK has denounced the
military to convene the parliament themselves.

That was it and we have not heard from NCGUB since on Burmanet as things
have cooled down in Burma.
 
After 8 years of lobbying and blacking out information about itself ,people
can still draw a conclusion on NCGUB 's  failure as an exile government of
union of Burma.

NCGUB must immediately reform towards better performance and strategy or
condemned by the history. The recommendation is 

1. Stop being considering yourself as above of other people of being MPs
which do not mean much in this part of the world   

2.Workout very hard to get a practical solution on how to rally overseas
Burmese support behind 

3. Call on a forum between all overseas Burmese and NCGUB to work out the
best possible strategy
