Information Sheet N0.A-0629(I) (r)

U Okkar,
According to you everybody in Burma
loves the SPDC. In 1990 election the
people of Burma showed that its not the
case. How much more suffering from
poverty would you like the people of
Burma to endure? The SPDC leaders are
saying that they are building the
economy of the country and because of
that the GNP (per capita income) of
Burma drops from $200 to $75 during the
10 years of SLORC and SPDC leadership.
Do you believe that when the people are
more happy when they have less income to
buy food? How does SPDC measure success?
Is it by how many innocent people are
arrested? Or is it by killing non-Burman
nationalities?

Sincerely
Vum Son

> Attitude of Nationalities Peace Groups
>
> Today, a translation of the
declaration of the Kayan National
Defence Guards
>(KNG) of Kayah State Special Region-1
issued on 19-9-98 is stated follows. The
>declarations of other peace groups
will also be made public.
>Declaration on the Attitude of Kayan
National Defence Guards in connection
>with the Acts of the National League
for Democracy
>1. After the regaining of independence
in Myanmar Naing-Ngan, national unity
>got disrupted due to instigations and
stirring of some corrupt politicians.
>As armed engagements flared up among
national brethren, the nation and
>national races were subject to the ill
effects. Attempts were made for many
>years to rebuild national unity but to
no avail. During the time of the
>Tatmadaw Government there was
magnanimity on its part and as a result
it has
>been able to make peace with
nationalities armed groups. Within a few
years
>after restoring peace there is clear
evidence that progress has been made in
>all aspects throughout the nation in
social, economic, health and education
>fields.
>
>2. At a time when the Government and
peace groups are expediting regional
>development projects in the respective
regions the NLD is reported to be
>planning to call a Hluttaw. The acts
of that party are about to hinder the
>pace of border area development
projects and undermine stability and
peace in
>the country. The declarations and the
acts of NLD could sow discord among
>nationalities groups and create
misunderstanding between the groups and
the
>Tatmadaw Government and finally
undermining peace. Since they are bound
to
>create unfavourable conditions in the
country our organization will not in any
>way support the acts of NLD.
>
>3. Kayan National Defence Guards (KNG)
(Kayan region progressive group) took
>up arms against government while it was
under the New Kayan State Party but
>there was no military or political
achievement. There was internal strife
>only. Local people were in abject
misery and peace was non-existent. As
the
>Government paved the way, our group
took the opportunity and separated
>ourselves from the New Kayan State
Party. Progress has then been made
>practically after working together with
the government in regional development
>projects. The Tatmadaw Government has
rebuilt national unity and is heading
>for a discipline-flourishing democracy.
Believing that the Government is
>following the right path our group
declares that it will continue to work
>together only with the Tatmadaw
Government

>GOVERNMENT OF MYANMAR CALLS FOR
?MEANINGFUL CONTRIBUTION? FROM NATIONAL
>LEAGUE FOR DEMOCRACY
>
> The Government of Myanmar noted with
interest on September 28 that the
>National League for Democracy having
decreed on September 17 that all laws
>passed since 1988 were illegal, has now
suddenly changed its mind.
>
> Now the NLD has decreed that only some
of those laws are illegal, while some
>other laws going back as far as 1950
are now decreed to be illegal.
>
> These sudden twists and turn seem to
reflect a certain amount of confusion
>within the NLD about its own policies,
aims and strategies.
>
> In fact, these new decrees were
described by the Reuters news service on
>September 28 as "a symbolic act that
would achieve little." The Government
>agrees with that assessment.
>
> Merely engaging in ?symbolic? acts at
a time when all Myanmar people are
>working hard to meet the challenges of
the regional economic crisis, seems
>rather frivolous. The Government
welcomes, however, serious and
meaningful
>ideas and contributions from all
citizens and from the international
>community. The Government is working
hard to develop Myanmar and hopes the
NLD
>will decide to contribute in a positive
and meaningful way to creating a
>better life for the people.
>
> The Government encourages the NLD to
become a responsible member of the
>Myanmar community and to become a
constructive force in helping Myanmar
along
>the path to a strong and stable
democracy.
