Statement No: 65 (9/98)
1. The number of the NLD members who have been illegally taken into
custody by the authorities between the 27 May 1998 and September 1998
are as follows:-
Elected parliament members ------------------- 196

2. The arrests have not stopped to this day. The method of arrest is
similar to those used in apprehending the worst criminals.
3. These arrests take place in public places in the presence of the
travelling public . This instils fear in the minds of the people who
witness the modus operandi of the arresting authorities and cause them
to react violently.
4. On the 18 September, U Tin Myint, Secretary of the Organising
Committee, Thingangyun township, was arrested on the Number 42 bus
(public transport) by the MIS. On the 21st September, the authorities
tried to capture Ma Cho Cho and Ma Khin Khin Hlaing members of the Youth
Wing, Thaketa township at the bus stand in Shwegondine. Out of the group
involved in this incident was one Yan Myo Aung, (MIS, Navy) who uttered
the following threat, " Prepare to die if you are caught" .The MIS
personnel surrounded the residence of those two young girls at night.
5. The above incidents are ugly and disgraceful and should never happen.
They amount to abuse of authority to the extreme and is designed to
erode the peace and quiet of the neighbourhood. We strongly condemn such
actions.

1. The following amendments are made to paragraph 4 of our Statement
65(9/98) dated 22 September 1998:-
(1) When the authorities tried to capture Ko Thein Lwin (NLD Youth
Wing, Thaketa township), he was pulled back to safety by Ko Thein Soe,
Ko Yin Htwe and Ma Khin Khin Naing.
(2) The person concerned was Ma Khin Khin Naing and not Ma Khin Khin
Hlaing.

1. Our information is that a pamphlet with the heading " Alert Sound"
dated September 1998 is being produced and distributed by an unknown
organisation with slogans to incite and cause disturbances and unrest.
2. Some of the slogans casting aspersions on the National League for
Democracy are:-
(a) " Their activities are designed to bring about poverty, high prices,
problems and starvation for the poor, the daily labourer and the civil
servants."
(b) "At a time when peace and tranquility have been achieved their
activities have reached intolerable limits".
(c) " The activities of the National League for Democracy is for the
purpose of causing unrest and disturbances in the country."
3. Our information is that the pamphlet " Alert Sound" is printed at a
printing press in Wingaba Road, Bahan Township, Rangoon.

1. NLD members that have been illegally arrested since the 27 May 1998
by the authorities are:-
Elected Parliament members 200
Organising committee members from all levels 712
These arrests are illegal and in complete violation of the "rule of law"
which the authorities proclaim.
2. The authorities claim that the purpose of such arrests are for
"discussions" to look good in the eyes of the people and the
international community.
3. Their claim is absolutely false, ( repeat absolutely false). The
questions that are put to them which have to be answered will bear
evidence to this fact. Some of these questions are:-
(1) What is your attitude to the present political direction being taken
by the NLD?
(2) What are your views regarding the convening of parliament by the
NLD?
(3) What are your predictions about the consequences if the Parliament
is not convened?
(4) If the Parliament is convened how will it impact on the politics,
economics, education, and social welfare of the country?
(5) What is your attitude towards the State Peace and Development
Council?
(6) What is your attitude towards the authorities for arresting you?

Statement No: 72 (9/98)
1. On the 23rd September 1998 at about 15:30 hours, a team of MIS Navy
personnel attempted to grab and capture Maung Pyi Sone Kyaw, NLD member
of the Youth Wing of Irrawaddy Division Organising Committee. This took
place near the Mingala bazaar in Mingala-taung-nyunt township.
2. Brutality and force used against the youth without any legal
authority is a complete disregard for the "RULE OF LAW". The people who
happens to be around when such ugly incidents occur are angered and
resentful so they react violently towards those bullies resulting in
the retreat of the MIS team and the safety of those who were being
persecuted.
3. Such operations by the MIS are designed to create unrest and
disturbances. The National League for Democracy strongly condemns such
actions and emphatically ask the higher authorities to closely monitor
the activities of their subordinates and to stop them in their lawless
activities.
