Statement by Daniel Aung, MP-elect of 1990 elections

On the occasion of 10th Anniversary of SLORC/SPDC Power Seizure

Today, 18 September 1998, is the 10th anniversary of power seizure by =
the present neo-military dictatorship of Burma.  A handful of military =
leaders led by General Ne Win originally took over power from a =
democratically elected government in a cold-blood coup d'etat in 1962.

After 26 years of foolish self-imposed isolation and reign of terror by =
military dictators, Burma became one of the poorest countries of the =
wo9rld.  Therefore, the biggest pro-democracy uprising in the Burmese =
history took place in 1988 which toppled the military-led socialist =
government of dictator Ne Win.

Before the democratic leaders of the uprising could do anything for the =
country, a group of military leaders took over power again ten years ago =
today and formed the State Law and Order Restoration Council (SLORC) =
saying that they +ACI-had saved the country from the brim of =
destruction+ACI-.   Since then Burma has been ruled by a handful of =
military tyrants with deadly weapons. =20

Today, I am going to express from the point of view of non-Burman ethnic =
nationalities.

Leaders of 25 ethnic nationalities parties including myself gathered =
togeth4er in Rangoon early in 1990, before the general elections, and =
formed a united political organization called the +ACI-Union =
Nationalities League for Democracy (UNLD)+ACI- in conformity with =
democratic principles.  The UNLD headquartered in Bo Aung Gyaw Street, =
Rangoon, with a Presidium of seven permanent chairmen representing seven =
ethnic national states.  I myself represented the Shan State.

The UNLD won 67 seats in the 1990 general elections.

After the elections, leaders of the NLD and UNLD often held meetings and =
earnestly discussed future plans for a democratic Burma.   We had =
achieved an historic agreement known as the +ACI-Joint Bo Aung Gyaw =
Street Agreement No.1+ACI- early in 1992.  The then SLORC leaders were =
so shocked and afrain of the agreement that they immediately arrested U =
Kyi Maung, then Chairman of the NLD, and put him into jail for several =
years.  Consequently the UNLD was declared outlawed and abolished in =
order to eliminate its opposition to the SLORC's sham National =
Constitutional Convention.

The UNLD was reformed in a liberated area on 12 February 1998 by 10 =
political parties and six exiled elected MPs.  The UNLD holds resolutely =
that the SPDC must recognize the 1990 election results and comply =
accordingly.=20

The UNLD is now relentlessly cooperating with leaders of most ethnic =
nationalities working for future democratic Burma.

The principal political problems of Burma, as we see, are internal =
peace, democracy, rights of national equality and self-determination for =
the ethnic nationalities and establishment of a genuine federal union.

In the deliberation, we  determined that since the time of independence =
in 1948, successive regimes in power have been violating the rights to =
+ACI-equality of all citizens irrespective of race+ACI-, as provided for =
in Panglong Agreement.  Armed subjugation by successive regimes, =
practising racial chauvinism, for the past 50 years, has been a =
disastrous experience of suffering, unprecedented in the Burmese =
history, for the ethnic nationalities.  Brutal suppression of the ethnic =
nationalities by armed might is still continuing today.

The refusal of the State Peace and Development Council (SPDC) to resolve =
the questions of the rights of the nationalities and democratic freedom, =
which are the two principal political problems, has raised tensions and =
worsened the situation in Burma day after day.  Accordingly, the ethnic =
nationalities:
a.. are resolved to carry out democratic changes in accordance with the =
will of the people of Burma and to establish a genuine federal union =
based on the equality and self-determination of all nationalities, in =
accordance with the will of the ethnic nationalilites.
    b.. demand the dissolution of the SPDC's sham National Convention =
and the holding of a tri-partite dialogue comprised of representatives =
of the SPDC, pro-democracy forces led by Daw Aung San Suu kyi and the =
ethnic nationalities, for the resolution of political problems by =
peaceful political means.
    c.. demand that the SPDC cease all its military operations and =
oppression against the ethnic nationalities and other organizations, =
while efforts are being made to resolve the principal problems of the =
country by political means.=20
    d.. ardently support the NLD intention to convene a +ACI-People's =
Parliament+ACI- within this month.  The SPDC's refusal to allow NLD PMs =
to conven their own parliament is a flagrant crime and gross insult to =
the people of Burma.
    e.. fully support the newly formed 10-member +ACI-Representative =
Committee+ACI- initiated by the NLD.
    f.. strongly condemn the SPDC's crackdown on pro-democracy student =
demonstrations and consequent arresting of political activists and =
MPs-elect throughout Burma.
    g.. strongly condemn the SPDC's creation of bogus social unrest as a =
way of responding to and countering NLD's democratic moves.
    h.. strongly demand the SPDC to immediately stop their reign of =
terror.
    i.. strongly demand the SPDC to immediately and unconditionally =
release all poltical prisoners, all MPs, members and supporters of the =
NLD and student activists arrested recently.
    j.. ardently call on the world community to use every possible means =
of pressure on the world's most brutal and cruel regime of Burma.
    k.. affectionately call on tatmadaw personnel to corrrectly decide =
what they should do before it is too late.
