ODA for Myanmar ill-timed 23 July, 1998


I am very much disappointed to learn that Japan government is =
considering resuming official development assistance (ODA)loans to Burma =
as early as this autumn.The intension of ODA is to help the Burmese =
people,which is good,but in fact it will only benefit the military =
regime of Burma, not the people of Burma.


I understands that Japan has established humanitarian conditions in =
extending overseas aid, but it seems to have failed to abide by those =
rulers as far as Burma=92s military regime is concerned.Japan=92s ODA =
will no doubt be seen by the pro-democracy movement as evidence that =
Japan backs and is cuddling up to the military junta to benefit its own =
self-serving economic interests.


The resumption of aid in any form will doubtless be used by those with =
vested interests to claim that there has been an improvement in the =
human rights record in Burma.Nothing else has changed in Burma, at least =
not for the better. No change in conditions of democratization and human =
rights in Burma can be found behind the Japanese government=92s latest =
decision to resume economic aid.


Burma=92s military regime is now preparing to detain Daw Aung San Suu =
Kyi in a special house within a women=92s prison in Yangon, in =
connection with the National League for Democracy (NLD)=92s demand to =
convene parliament.More than 80 NLD MPs had been detained around Burma =
in the past week.


Under these circumstances it is difficult to understand how it can be =
thought that there has been an improvement in the human rights record of =
the military regime.


As a member of the National League for Democracy (Liberated Area)Japan =
Branch, strongly condemns Japan=92s ODA, which would only serve to =
encourage brutal military regime of Burma to prolong its campaign of =
terror against the people of Burma.
