NCGUB:  Funding and Organization

Currently, some activists are strongly asking the NCGUB and FTUB to
explain about the funding and to improve their organizations. 
However, there is no response from the NCGUB and FTUB.  I therefore
request these organizations to show their positive treatment to the
democratic forces.

Funding
=======
It is clear that the funding from the donors to NCGUB, FTUB and some
other organizations are to strive for the democratic movement of
Burma.  Therefore the flow of money should be known by all of the
democratic forces.  The forces have also right to ask the data.

In 1989, for example, U Moe Thu, a member of Central Committee of NLD
was asked to submit the financial statement of the Information
Department by U Lwin, the head of the Finance Department of NLD.  U
Moe Thu had confidence that the money was not misused and it was used
for the cause of democracy, but no reply to U Lwin.  Emotionally, U
Lwin's treatment was interpreted that the ex-army group was attacking
on the non-ex-army persons.  It was happened misunderstanding and
breaking the unity within the NLD.  Dr Sein Win, who was working at
the Finance Department at that time might know about this.  Finally,
Lu Du Daw Amar suggested that 'Moe Thu must certify accounts as
correct for the use of public money'.

Organization
==========
The understanding is one of the important factors for an organization.
The ignorance of NCGUB may be far away from the unity with other
activists.  I have recently sounded out a prominent person, who is
very closed to the NCGUB inner circle about the financial issue raised
by the activists.  He replied that 'his limited time will not be used
for these nonsense'.  This is not a good idea.

The NLD is now calling for peoples' parliament within two months.  I
believe that the NCGUB will be in line with the NLD's initiative.  To
ensure widely support to NCGUB, the need to respect other democratic
forces and to improve the institutional effectiveness should be
fulfil.
