              Babies are to be issued with bar code identification cards which
              will entitle them to 12 years' free edu cation.

              National Education Commission secretary-general, Rung
              Kaewdaeng, said the card could be issued in coop eration with
              the Interior Ministry.

              It will help the government know how many children need free
              educa tion and help it plan budgets.

              The NEC came up with the idea following a seminar on the
              12-year free education scheme being promot ed by the National
              Education Bill. The bill will be forwarded to the cabi net for
              consideration on June 15.

              It was agreed at Friday's seminar that parents should be able to
              choose one of two education options.

              The first is for a 12-year period running from kindergarten to
              lower secondary education level (three years for the
              kindergarten, six years for primary education (Prathom 1-6) and
              three years for lower secondary education (Mathayom 1-3). The
              sec ond option would run from Prathom Suksa 1 (Grade 1) to
              Mathayom 6 (Grade 12).

              The scheme is expected to begin in academic year 1999, said
              Mr Rung.
