(3) We present you with an article entitled "Mingaladon Industrial Park of
Industrial Zone Project" by Thein Htut for your reading pleasure
Recently, the Mingaladon Industrial Park emerged as forerunner project,
according to the news reports in daily papers. The State Peace and Development
Council Government, as all have known, is committed to improving the quality
of life in both rural and urban areas. It puts much emphasis on the
development of infrastructure such as many major bridges across major rivers
namely Ayeyawady, Thanlwin and Chindwin. International airports are being
built and upgraded in Mandalay and Bago cities. New roads and railroads are
built and existing ones are improved throughout the country including border
areas.
The Government has also invited private sector to participate in these
infrastructure developments. As a result, Lashio-Muse highway had been opened
and modern container terminals have also been completed in Thanlyin-Kyauktan
development zone through private sector investments. Foreign investors are
also welcomed and so far the foreign direct investment (FDI) has amounted to
over 6.4 million US dollars, it is learnt.
The joint venture agreement for Mingaladon Industrial Park between the
Department of Human Settlement and Housing Development (DHSHD) under the
Ministry of Construction and Mitsui Co Ltd of Japan was signed on 7-2-96.
Actual construction works began on 28-3-96 and completed within 22 months, in
the end of January 1998.
The area of the Mingaladon Industrial Park is 89 hectares or 22 acres
approximately. The total construction cost was 20 million US dollars.
Embankment to protect floodwater, concrete roads and drains, water retention
pond, industrial waste-water treatment plant, industrial power facilities and
telephone networks are provided according to international standards. In fact,
the opening of the first class international standard industrial park in
Myanmar developed as a joint venture investment between the DHSHD and Mitsui
Co Ltd. When thoroughly studied, it can be seen that one of the main
objectives in setting up this industrial park is to attract investments from
abroad and to obtain technology transfer in tapping our country's rich natural
resources.
It is learnt that the industrial park is the first in Myanmar which allows
50 years long term leasehold for foreign investors. The Mitsui Co Ltd in
cooperation with the DHSHD carried out extensive marketing drive to attract
investments in the Mingaladon Industrial Park. The 15 per cent of the total
industrial land available for long term lease has already been taken by
investors from Japan, Singapore and Hong Kong Special Administrative Region.
The construction of the Mingaladon Industrial Park phase I has been completed
within two years. Detailed design and feasibility study for the phase II
development is under way.
It is certain that the phase I and phase II industrial parks will attract
investors not only from Japan but also from ASEAN region and other parts of
the world. In line with the market oriented economic system being practised
today in Myanmar, foreign investments are welcomed to do businesses in Myanmar
for mutual benefits. It can be seen that the country is now on the development
trend and all-out efforts are being made collectively by the Government, the
people and the Tatmadaw to raise the development momentum.
