(1)		Conference on Science, Technology and the Environment Commences
 
		The Conference on Science, Technology and the Environment jointly 
organized by National Commission for Environmental Affairs (NCEA) and Hanns-
Seidal Foundation (HSF) of Germany opened at the Hotel Equatorial on 18
December. For the past three consecutive years, following the signing of the
Memorandum of Understanding between the Hanns Seidal Foundation (HSF) and the
National Commission for Environmental Affairs (NCEA) in 1995, the HSF and the
NCEA have been making joint efforts in organising a series of conferences on
various subjects related with the environment. The first conference was held
in 1995 with a focus on environmental management. The second conference held
in 1996 highlighted the relationship between the environment, tourism and
cultural heritage and the present conference which is the third and final in
the series, centres on the relationship between science, technology and the
environment.
 
		The selection of the theme of the conference has been carefully made to
reflect globally-focused environmental issues as well as the prevailing needs
and situation of Myanmar. The convening of the present Conference on Science,
Technology and Environment is most appropriate and fitting at this time when
Myanmar is promoting industrialization and rapid modernization. It is most
crucial that environmentally sound technologies are introduced at the earlier
stage of industrialization to prevent environmental degradation and its
devastating impact which other industrialized countries have bitterly
experienced. The conference continues on 19 December.
 
(2)		Foundation Laid to Build Cement Plant
		Foundation was laid on 18 December morning to build a cement plant in
Pyadaung region, Kyaikmaraw Township, Mon State, which will produce one
million tons of cement annually when completed. Myanmar Cement Co Ltd, a
joint-venture of PT Seman Cibinong of Indonesia, and Union of Myanmar Economic
Holdings Ltd, will build the plant.
 
(3)		Myanmar Wins 11 Awards in First ASEAN Art Competition for 
		Disabled Persons
		The disabled artists of Myanmar won one first prize, three second prizes, on
third prize and six consolation prizes in the First ASEAN Art Competition for 
Disabled Persons 1997 sponsored by the Ministry of Youth and Sport of Brunei.
Altogether 39 disabled persons of Myanmar took part in the competition to mark
the disabled persons' decade in Asia and the Pacific Region, and Myanmar was
top among the prize-winning countries. Social Welfare Department of the
Ministry of Social Welfare, Relief and Resettlement will organize a ceremony
to present prizes to the winners.
 
OFFICE CALLS IN YANGON ON 18 DECEMBER
(A)		Secretary of Myanmar Investment Commission Brig-Gen Maung Maung received
Special Research Fellow of Institute of Fiscal and Monetary Policy, Ministry
of Finance of Japan Mr Toshihiko Kinoshita and party at the Commission Office.
 
(B)		Minister for Energy U Khing Maung Thein received Managing Director of
Electricity Generating Public Co Ltd Mr Worawit Khamkanist and party of
Thailand at his office.
 
Methamphetamine Tablets Seized
		In the Eastern Shan State a motor vehicle driving from Taunggyi to Mong-Tong
was searched by the anti-narcotic task force at the entrance of 
Mong-Tong on 17 December. It was found out that this pick-up truck has secret
compartments where (270) packets of Methamphetamine tablets were concealed. In
the ensuing search the task force seized (54000) Methamphetamine tablets and
legal action will be taken against those involved in the case, it is learnt.
 
NLD Central Executive Committee Members Invited to a Meeting
		On 18 December at 4 pm U Thein Tun, U Hla Pe, U Nyunt Wai, U Soe Myint and U
Lun Tin of the NLD Central Executive Committee members were invited to a
meeting by the Minister for Home Affairs. The meeting was held to exchange
views where the Minister cordially advised the NLD CEC members to refrain from
creating conditions to which the authorities concerned are inevitably forced
to take necessary actions against the NLD party.
 
		The CEC members were then pointed out that the NLD has been holding the
rallies under various pretexts and attempting to hold unauthorized political
activities in various townships. If and when the authorities are inescapably
forced to take necessary measures with the intention of maintaining the
stability in the country by the lawful enforcement, the party then exploited
this enforcement of Law and Order in the way of embarrassing the Government of
Myanmar and also in the accusation of violating the political rights of a
political party and also of beingrepressive.
		The Minister also informed the CEC members that with a view to the open
discussions to take place and national reconciliation to materialize as NLD
has put forth, it is important and imperative that the NLD plays a
constructive role and cooperate with the authorities in creating conditions
necessary in support of such developments.. Creation of reverse conditions
will definitely not make the situation more positive or constructive but it
will only create serious setbacks in the development process.
 
		The CEC members were then told that it is time the NLD should give a serious
thought of the stance they have purposely and wrongfully taken and change in
playing a constructive role by meeting its commitments while the others meet
theirs. The Meeting was initiated by the Minister for Home Affairs in view of
creating a better understanding and cooperation between the NLD and the State
Peace and Development Council, it is learnt.
