                             AN OPEN LETTER TO THE PATICIPANTS OF INFORMAL
ASEAN SUMMIT
                                    IN KUALA LUMPUR IN DECEMBER 15-17.1997


	To the people of ASEAN countries and South Korea, the Great Depression of
the 1930's is seemed to be back in full force, sending great destruction to
businesses and economies of the region. As the bubble economies of each
nation burst one after another,. business and industries continued to fail
rapidly, and thousands and thousands of people were find themselves out of
jobs. Many people (particularly in Thailand) who could no longer take the
situation have committed suicide. Now China, Taiwan, and Japan are also
jittery that their own bubble economies will also burst soon. The leaders of
East Asian and Asean are coming together here in to find a joint solution to
the crisis. This is particularly important and a such a joint solution is
really needed. But, for one particularly country, Burma is not new to the
crisis now facing other countries in the region. Burma already in Great
Depression already for 35 years now.
	Before the Burmese military dictators abolished the democratic rules in
1.962, Burmese economy was one of the strongest in the region. It is NOT a
bubble economy, but a SOLID economy. However, in the following 35 years
since still the military dictators have completely destroyed the economy and
send the whole nation into poverty. The Burmese people have been living a
life under the depression created by the military dictators. The Burmese
military dictators and their families are getting richer and richer, while
the people are living in great poverty. While the leaders of East Asian and
other Asean countries are here at this Summit with all their hearts and mind
to do something for the welfare of their own people, the Burmese Military
Dictators are here only to find ways how the Summit could benefit their grip
of power in Burma. The would never care about serving their own people. This
is the true fact the Burmese people have learned for 35 years under the
dictators.
	Also, all leaders of ASEAN countries have said that taking the SLORC
dictators into ASEAN is a constructive engagement that will lead to a change
for the better in Burma. But now it has proved that nothing is changing for
the better. The SLORC a tyrant as ever, and they are even stepping up their
repression of the Burmese people.
	Since they (SPDC) is not related to the prevailing economic repression. We
therefore urge all participants to this Summit to pressure the SLORC
representatives to hand over their power to the National League for
Democracy party who have won in the nation-wide election, and to return to
their barracks by ruling them out from Summit. They have ruled the country
for 35 years, and the Burmese people have suffered enough under their rule.
	Second, the Summit should consider about with holding their a member rights
and freeze all aids until they make the real progress toward Democracy and
real respect for human dignity.

Dear Sir,								         

15th December 1997

	SPDC (Former SLORC) has been more repressing Burmese people by the cover of
ASEAN as a member.
	As you know the notorious human right violation records of military tyrants
in Burma, Burmese people's have been suffering of depriving their rights,
When Human Right have been respected more in the world.
	ASEAN's admitting Burma into its association contributed moral support to
the SPDC (Former SLORC) and make them legitimate government. These supports
fuel the more human violation in Burma.
	Since they were admitted into ASEAN:
	1. Daw Aung San Suu Kyi's political activities were more restricted,
especially attending party 	  
        	    meetings and not allow to leave from her residence. 
	2. The most of the NLD Supporters were detained or arrested.
	3. NLD members, including prominent political figures, Students and other
respected people were 
                  arrested and some are extra-judicially or briefly executed.
	4. One of the people's representatives of NLD, l1 WIN TIN, and a student
leader MIN KO NAING 
                  were excluded from reduce the jail terms, which has given
after they change their name to  
                  S.P.D.C.
	All Education programs are still closed without proper reasons. We
therefore urge all participants to this Summit to pressure the SLORC
representatives to hand over their power to the. National League for
Democracy party who have won in the nation-wide election, and to return to
