(1)		University of Culture Holds First Convocation
 
		The first convocation of the University of Culture was held at the Yangon
University Convocation Hall on 30 October. The university was founded and
opened in 1993 with the aim of vitalization of patriotism, national
consolidation and, preservation and safeguarding of Myanma culture. Minister
for Culture made an opening address. Rector conferred BA (Music) on 40
graduates, BA (Drama) on 48, BA (Painting) on 51 and BA (Sculpture) on 30.
Next, Professor (Admin) announced the appointment of the new graduates as
staff of Department of Fine Arts, Department of Cultural Institute,
Department of Archaeology, Central Institute of Civil Service, Mandalay City
Development Committee, Higher Education Department, Basic Education
Department, and Meteorology and Hydrology Department.
 
(2)		First Intake Graduates of University of Culture Urged to Perpetually
Promote, Safeguard Cultural Assets
 
		A dinner to mark the first convocation of the University of Culture was
held at the National Theatre on Myoma Kyaung Street on 30 October evening
attended by Chairman of Myanmar Education Committee Secretary-1 of the State
Law and Order Restoration Council Lt-Gen Khin Nyunt. In his address, Lt-Gen
Khin Nyunt said that the day was auspicious for the University of Culture as
well as for the nation, for the university has turned out its first graduates
land a new national force has now emerged to preserve and safeguard Myanma
fine arts and future. 
 
		It is usual that own national culture of each and every race evolved on the
basis of historical experiences, religious beliefs and cultural traditions,
he noted. adding Myanmar possesses national culture of her own which has
perpetually been safeguarded. The State Law and Order Restoration Council is
building the nation to merge peaceful, modern and developed, and in its
endeavours, emphasis is placed on preservation and safeguarding of cultural
heritage and national character and dynamism of patriotism. Plans were also
laid down to prevent penetration of counter-culture and that the university
was founded with the aim of implementing the national objectives and
conferring degrees on par with other universities and also spoke about the
arrangement for appointment of the graduates as the service personnel. 
 
		In conclusion, he urged them to strive for materialization of the
Government's aims for founding the university which was built after utilizing
a large sum of funds, to promote and preserve cultural assets and apply their
skill with innovations for the race and religion, to discharge the national
duty for flourishing of fine arts, to realize the danger of infiltration of
counter-culture and prevent it with national outlook and to apply the
university's aim as their life-long working norms.
 
(3)		Malaysian Delegation Arrives
 
		A five-member Malaysian delegation led by Minister of Energy, Telegraphs
and Posts Datuk Leo Moggie of Malaysia arrived Yangon on 30 October by air on
a three-day visit at the invitation of Minister for Energy U Khin Maung
Thein.
 
(4)		Foundation Laid for Construction of Kandawgyi Tower
 
		A foundation-laying ceremony for construction of Kandawgyi Tower, the joint
venture establishment of the Labour Department of the Ministry of Labour and
SN International Trading Co Ltd, was held at the site on Kandawgyi Ring Road,
at the corner of Kyaikasan Road and 132nd Street on 30 October. The Proposed
12-storey Kandawgyi Tower Project will include showrooms, shops, offices and
apartments equipped with modern facilities.
 
OFFICE CALLS IN YANGON ON 30 OCTOBER
 
(A)		Chairman of the State Law and Order Restoration Council
Commander-in-Chief of Defence Services Senior General Than Shwe received Mr
Prachuab Chaiyasarn, Minister of Foreign Affairs of Thailand, at Dagon
Yeiktha of the Ministry of Defence at 10 am. 
 
(B)		Secretary-1 of the State Law and Order Restoration Council Lt-Gen Khin
Nyunt received Minister of Foreign Affairs of Thailand Mr Prachuab Chaiyasarn
and party at Dagon Yeiktha of the Ministry of Defence at 1 pm.
 
(C)		Chairman of Work Committee for Development of Border Areas and National
Races Secretary-1 of the State Law and Order Restoration Council Lt-Gen Khin
Nyunt received local national races leaders U Phon Kya Pyu (Kokang) of
Northern Shan State Special Region 1, U Mon Hsa La of Monko Region, U Kyi
Myint of Shan State (East) Special Region 4, U Ma Htu Naw of Special Region 5
in Shan State (North), U Aung Hkam Hti of Northern Shan State Special Region
6 and U Tun Kyaw of Kayah State Special Region 2 at Tatmadaw Guest Hous at 3
pm. They discussed development of transport, education, health, agriculture
and other sectors and narcotic drug eradication in their regions.
 
(D)		Chief of Bureau of Special Operations Chief of Staff (Army) Secretary-2
of the State Law and Order Restoration Lt-Gen Tin Oo received Acting Chief of
General Staff, Department of the Lao People's Army Brig-Gen Douangchai
Phichith and delegation at Dagon Yeiktha of the Ministry of Defence at 8 am
and hosted a dinner in honour of the delegation at Tatmadaw Guest House on
Inya Road at 7 pm.
 
(E)		Minister for Transport Lt-Gen Thein Win received first Vice-President Mr
Geunady Archipov of MIG "Mapo" Group of the Russian Federation and party at
his office at 9 am.
 
		The Minister also received General Manager Mr Wei Xi Wang of Beijing
Machinery Import & Export Co Ltd, China National Real Estate Development
Group Corporation and party at 10 am and Vice-President Mr Wang Jincho of
China National Complete Plant Import and Export (Group) Co Ltd and party at
11 am.
 
(F)		Minister for Energy U Khin Maung Thein received Senior Vice-President YB
Dato' Mohamad Idris Mansor of Petronas Bhd of Malaysia and party at 11 am and
President Mr Charles Jamieson of Premier Oil Plc of Britain and party at his
office at noon.
 
		The Minister also received Minister of Energy, Telegraphs and Posts Datuk
Leo Moggie of Malaysia and delegation at his office in the afternoon.
