Dear Sir:

Re: release/re-parole for Mr Than Soe (75-248-128)

I am a Burmese national currently residing in Adelaide, Australia. I am
writing to you in the support of Mr Than Soe, alien number 75-248-128
presently held in DuPage County Jail, to be released and to re-parole back
into the community.

It is learnt that Mr Than Soe, in the past, was involved in a skyjacking
incident which may endanger public/persons who have no connection with
Burmese military government. However, Mr Than Soe is reported to have done
his time for that crime in Thai Jail and he has fully disclosed these
matters to the relevant United States authorities. Therefore, I
respectfully urge you to take no account of his past incident in your
considerations.

Mr Than Soe has been a dedicated student at the Indiana University and has
close relation with Professors and University Staffs. He apparently poses
no danger to the community. Furthermore, he will be facing persecutions by
Burmese government if he be deported to Burma.

In closing, I thank you for your kind consideration for Mr Than Soe and his
prompt release from the detention.

At a hearing in Chicago doday, The Immgration and Naturalization Service,
without notice to anyone, withdrew the first charges against Than Soe, as
well as the bond, and instead formally revoked his Public Interest Parole
and changed his status to that of an inadmissable arriving alien.

According to his lawyer, what this means is that the Immigration Judge has
no jurisdiction over the bond. "The only way Than Soe can be released from
custody is if the INS District Director in Chicago agrees to re-parole him.
They can just let him go or they could set a bond, but its's an
unreviewable decision. They have not re-charged him yet because apparently
they haven't decided what to charge him with. All of this is fairly
outrageous conduct on the part of INS, particularly since they apparently
acknowledge that Than Soe had fully disclosed the skyjacking incident prior
to being paroled in last year, and since he clearly is no danger to the
community."

Than Soe remains in the DuPage County Jail. Than Soe's lawyer requests that
letters of support be written on his behalf, asking that he be re-paroled.

All letters should request that Than Soe be immediately re-paroled and
released because:

a) He is absolutely no danger to the public

b)He has a credible fear of persecution in Burma

c)He has strong ties to the community (i.e.dedicated student at IU, close
relationship with professors, friends and IU staff, grantee under USIA
scholarship program, etc.)

All letters should include Than Soe's alien registration number: 75 248 128
