Subject: BAIJ's Win Naing urges economic cooperation with SLORC

	FOR MYANMAR, SUN IS BETTER THAN NORTH WIND.
	"For democratization of Burma (Myanmar), exchange or dialogue is far more
effective than giving oppression to the military government with economic
sanction." said Mr. Win Naing (38) who is engaging consultant business of
investments to Myanmar.  
	He took the proverb of "North wind and the Sun" and said that the American
and European countries pressure to Myanmar may delay it's democratization.
	Until the last year, he had been leading democratization movements of
Myanmar as the Chairman of Burmese Association in Japan, but changed his
policy from "Confrontation" to "Dialogue". 
	 He emphasized "Exchange is only way to have the military government
awakened to the democracy".
	"What is democratization ?" Mr. Win Naing continued.  "Establishing Mrs.
Suu Kyi's government is one way.". 
	But he does not stick to it.  He resigned himself to get criticism from his
old commrade NLD members, and said "I wish to make the country where all the
people can live richly and enjoy their life." 
	He is aiming at the democratization by economic development.
