Of course, Suharto HAS to back Rangoon's bid for membership.  His own
suppression of freedom and democracy and abuse of human rights prevents him
from setting any such criteria.  That aside, SLORC is no more than a lackey
of those who wish to exploit the resources of the country without giving due
consideration to the traditional and indigenous land owners and to the
environment.  Even in countries where there are legislated safeguards they
try and they get away with considerable damage to the environment and with
overiding indigenous peoples' rights.
