   Rifkind attacks  Burma  regime

   Mr Malcom Rifkind, UK foreign secretary, yesterday said  Burma's  military
government was a "nasty, dictatorial regime", as the European Union and the
Association of South-east Asian Nations (Asean) began talks likely to be clouded
by Rangoon's abuse of human rights.


   Differences of perception towards  Burma  are the biggest obstacle to deeper
ties between the EU and Asean. Asean pursues a policy of "constructive
engagement" towards  Burma  but the EU wants it to apply pressure on Rangoon to
reform. The issue is likely to dominate the two-day EU-Asean meetings starting
