Halo Saibold
Member of the German Parliament
Chairwoman of the Committee for Tourism
Spokeswoman for Tourism Policy of the Parliamentary Fraction
Alliance 90/THE GREENS

Hochhaus Tulpenfeld, HT 1600 9. Dec. 1996

On the occassion of the Human Rights Day on the 10th. Dec. 1996
HALO SAIBOLD (MP) declares:

NO TRIPS TO BURMA!
NO SUPPORT FOR THE MILITARY REGIME!

Halo Saibold calls upon the Federal Government to initiate decisive measures
against the military rulers of Burma and also to take steps so that the
German travel agencies (like e. g. CONDOR and NECKERMANN) withdraw their
offers for trips to Burma till blatant infringement upon human rights no
longer takes place in that country.

The military government in Burma has commited massive human rights
violations to construct and improve infrastructures for tourism. Hundreds
of thousands of people have been relocated by force to make room for hotels
and business quarters. Forced Labour commits women, men, the aged and the
children to build roads, railway lines and hotels, and to restore tourist
sites. The democratic opposition around the Nobel Peace Laureate Aung San
Suu Kyi is oppressed by the military regime.

Under these conditions it is scandalous and a shame that the Federal
Government would speak of "Areas of military actions between government
troops and the rebels" in a notice (issued on 15. 10. 1996) on security
concerning trips to Burma. The Federal Government obviously ignores the fact
that "military actions" mean nothing but brutal oppression of the ethnic
minorities and the opposition by the military rulers of Burma.

While worldwide sanctions against the Burmese military have been imposed -
e.g. representatives of the Burmese government may no longer enter the EU
countries and the USA - and while tourists are being taken into custody for
entering restricted areas or for joining the gatherings to listen to the
speeches of the opposition leader, the Federal Government thinks it fit to
issue a travellers' guide which says that only a "minor risk" exists for
travelers to Burma. People can have contacts to foreigners only at the risk
of being arrested and tortured.

At a time when a tourism boycott is called for, the Federal Government plays
down the situation in Burma in a shameful way. Trips to Burma will only
strenghten the military regime and its cynical policies.
