Did SLORC Minister Get a Visa?

Information Request:

  Does anyone have information about a recent trip a SLORC minister 
attempted to take to see Unocal officials in the United States?  If 
this event happened, which minister was it?  Did he get a visa?  Why not?

  If you have information on this, please let me know. This one is important.
