Subject: SLORC: "If still alive" (attacking Gene Sharp)

Article by Di Hlaing: "If Still Alive" in Burmese government daily KYEMON
July 2, 1996, in Burmese.

[Translated Text] The white master, Gene Sharpe [name as transliterated]
, has said that political defiance could be overt and covert. He noted
covert activities to be an underground revolution and important. These
are the secret printing and distribution of pamphlets, clandestine
broadcasting, and intelligence gathering.
Actually, political defiance could be defined as a mixture of BCP's
[Burma Communist Party] underground activities, Western spying, and the
individuals destructive acts. It is a wonder why these actions that
could destroy a country and create a bloodbath, are defined as
non-voiolent methods.
Gene Sharpe has also urged the rejection of the government's change in
attitude and compliance as a result of political defiance. That was why
during the disturbances [of 19881 the formation of a caretaker government
was called for even though the Burma Socialist Program Party Government
had given in. Gene Sharpe only encourages coercion [preceding word
rendered in English] and disintegration [preceding word rendered in
English].
What is important about political defiance is that it calls for the
destruction of the armed forces and the police, and it acts to decimate
the armed forces. To destabilize law and order the armed forces and the
police must be destroyed because only they can maintain law and order.
Well, look at the techniques of destroying the armed forces -separate the
military and the government, and influence the soldiers to come to the
side of democracy. The same should be done with the police and the civil
service. These methods were used during the 1988 disturbances.
There is one restriction imposed by Gene Sharpe -- that the military must
not be allowed to do anything against the government. Now that is a bit
confusing. In further clarifing his views, Gene Sharpe rules out the use
of the military to 'achieve democracy as the military is incapable of
delivering genuine democracy. It is clear that one must be a puppet to
achieve democracy.
That is why the move by the military, which took over power on 18
September 1988, to achieve genuine multiparty democracy became
unacceptable. In other words, the military should be exploited but
should not be given any role.
Who can achieve democracy? Who is striving for the development of
democracy? The neocolonialists teach the rejection of the military's
role in achieving and developing democracy. Indeed, the methods used to
install puppet regimes and to put people under servitude are amazing. To
object against and to refuse to acknowldege the military's good deeds is
to follow the West's neocolonialist instructions.
Methods of political defiance used to install puppet regimes are
complicated and broad. Gene Sharpe was only one step short of claiming
that the downfall of the Burma Socialist Program Party government was due
to political defiance. He prescribes the rejection of military takeovers
after the formation of a new government and to continue with defiance if
there is such a takeover.
A constitution is needed once the government has collapsed. Gene Sharpe
has accepted the fact that a constitution is needed for the new country
but it must be tailored to one's needs.
How shall one write it? Rules and restrictions should be imposed to curb
the police, the intelligence services, and the military from political
interference. An old democratic constitution written after gaining
independence could be reused with amendments. This is the reason why
some people wanted to revive the 1947 Constitution. The National League
for Democracy [NLD] had proclaimed in the Gandhi Hall Declaration of 29
July 1990 that they had already written a draft constitution and did not
support the SLORC's [State Law and Order Restoration Council] attempt to
write one. Why? The answer is clear -- because of Gene Sharpe's
preaching.
Gene Sharpe defined the defense policy of a democratic government as
follows: "A newly-independent nation could be threatened with external
aggression and it must have the strength to face such a threat. It could
also face economic, political and military domination. Serious
consideration should be given to applying methods of basic political
defiance for national defense if one wants to prolong democracy. The
power to defend the country must be put in the hands of the people and
the public must have the power to exercise it. Then, newly-independent
nations will not need a powerful military."
For the daughter-in-law's [derogatory reference to Aung San Suu Kyi]
group, which is following Gene Sharpe's preachings, the slogan "the
country will be strong only if the military is strong," would definitely
not appease them. They would also avoid including the military's role in
the constitution. This proves their obvious rejection of the sixth
national convention objective "for the defense services to be able to
participate in the national political leadership role of the future
state."
In fact, the National Convention, which is a historical requirement,
could decide the fate of the future Myanmar [Burma].
Look at the actors that were on Myanmar's political stage. Thakhin Nu
was a rightist while Thakhin Soe was a leftist. In the peace talks
sponsored by the Revolutionary Council Government in 1963, Thakhin Soe
proposed a National Convention to solve the internal strife and wanted
military representatives up to the rank of sergeant to be included in the
talks. In the 1968 National Reconciliation Advisory Board report,
Thakhin Nu also proposed a National Convention to solve the internal
strife.
The National Convention materialized only during the SLORC Government era
and its broad delegate base included armed insurgent groups from the
jungles who were always on the dark side of life. During the discussions
their desires were made known. NLD delegates could also see the
importance of the National Convention.
After her restrictions were lifted, why did the daughter-in-law withdraw
NLD delegates from the National Convention and systematically started
political defiance activities?
 1. It is because of the power-craze of the daughter-in-law and the
sarong-clinging group. It is very hard to cure the power-craze disease.
2. To put the Myanmar people under servitude like you [Aung San Suu
Kyi]. If the masters are well experienced, the slaves will not be aware
that they are enslaved.
In fact, what the daughter-in-law has is doing amounts to treason and it
is clear she is following the West's instructions step by step.
The public is aware of all this and they are supporting the SLORC and
strongly denouncing the daughter-in-law's group. Do not antagonize the
country and the people to try to satisfy your powercraze.
If you really want to be your father's daughter, abandon all these acts
and show some consideration for your father. If only General Aung San
were still alive ....
