Subject: Denmark will call for "EU TRADE SANCTION" on 15 July 1996


Your excellency,

Yesterday, 27 June 1996, at 14:00h DK time, the officials from the
Ministry of Foreign Affairs and the Danish Foreign Minister held the meeting. 
The meeting said to be focused on the Burma issue. The out come of the 
meeting is as follows: 

The official announcement! Danish Government will call for the 
"EU TRADE SANCTION ON BURMA" on 15 July 1996.

The background of this new development based on the tragic death of Mr. James Leander
``Leo'' Nichols, a 65-year-old businessman of Burmese and British descent who served as
honorary consul for Norway and represented Denmark, Finland and Switzerland, died in jail
on Saturday. Nichols was jailed for three years in April 1996 by Burmese military authorities
for operating telephones and fax machines at his house without permission. His death was
announced as a heart attack by the Slorc but analysts believe he was actually punished for his
links to Daw Aung Suu Kyi, who has stepped up her campaign to bring democracy to the
country.

AP news Washington said: 
   WASHINGTON (AP) _ Harsh conditions in his Burmese prison may have contributed to the
death of a former Scandinavian consul and pro-democracy activist, the State Department said
Tuesday.

And Danish newspaper said:
``Again and again, we have demanded real progress toward democratization and
dialogue with all representatives of political opinion in the country,'' Helveg Petersen said
in a statement.
   Danish Foreign Minister Niels Helveg Petersen said Tuesday in Copenhagen that Denmark,
a member of the 15-nation European Union, had launched an initiative to discuss the EU's
position toward the Southeast Asian country. Danish diplomatic sources said a meeting would
be held July 2.

Moreover, AP news BKK said:
The countries have demanded an investigation and full medical report into Nichols' death,
while Nichols' son has said his father ``died at the hands of the military dictatorship in
Burma.''
Prison officials have said Nichols was found unconscious in his cell Saturday and died an
hour later of a stroke at Rangoon General Hospital. He was buried Sunday.
  
William Nichols, a university lecturer in Australia, acknowledged that his father suffered poor
health but told Radio National in Australia that the unusually quick burial raised questions
about the circumstances of his death.  Nichols said he telephoned the woman who had been
looking after his father to ask about the funeral and whether she had seen the
body, but she had only seen part of his head and face.

``He had a number of stitches on his head and his face which could have been quite
normal with reference with an autopsy being done, but just the fact that they were
unwilling to release the body to the family leaves much to be desired,'' Nichols said. 

The reaction from US:
     WASHINGTON, June 25 Kyodo - The United States will hold high-level talks with
Myanmar next month in a bid to defuse growing confrontation between Myanmar's ruling
junta and pro-democracy leader Aung San Suu Kyi, a senior U.S. official said Tuesday.

AMNESTY INTERNATIONAL CALLED ON A FULL INVESTIGATION

Amnesty said it was not allowed to visit Burma to confirm its reports but said it wanted to find
out if Nichols had been allowed to see a doctor and receive regular medication.

Having said that, as a political activist I would like to ask your support 
for the Danish Government's call for the EU TRADE SANCTION.
The important lobbying dates for the European Union meetings will be 2 July 1996 and 4-5
July 1996 before 15 July 1996.

I truly believe that although there is still long way to go for Democracy in Burma, we have
received more and more support from the International Community. The incredible support
we received from the International Community during last May was a distinct evidence.
Without receiving counter balance from the International Community the NLD conference
could have been broken by the unlimitedly brutal regime. In particular, without your whole
hearted support the achievements we obtained from the European Parliament would not have
been possible. Thank you very much indeed.
