I would just like to note that the 1995 report on Human Rights in Burma
reviewed by  Chao-Tzang Yawnghwe was not written by UNHCR (the
United Nations High Commissioner for Refugees). It probably stems from
the United Nations High Commissioner for Human Rights, whose acronym
is UNHCHR. It's a common error, and completely understandable.
