PEOPLE'S LETTERS TO SLORC OFFICERS



People's Letter campaign to the Slorc's army

General Maung Aye, the Deputy Military Chief, gave a speech at
the closing ceremony of a military officer training course in
Bahtu on September 29, 1995.

Gen. Maung Aye said that some destructive elements in the country
have been writing and sending the letters addressed to some army
officers and other ranks. That kind of method was used by the CPB
(Communist Party of Burma) underground members in the past.

And some elements inside the country are relying on foreign
support and trying to destroy the country's peace and stability
by attempting to start a mass movement like in 1988, and those
kinds of attempts can disturb the process of the  National
Convention, said Gen. Maung Aye.

He went on to explain that one of the decisions of the USDA
(Union Solidarity and Development Association) conference was to
ostracize those kinds of destructive elements, and today warfare
is not only fighting between men, but also politics, economics,
social  work and propaganda as well.  In a warfare, there are
three different methods, namely "invade and capture, rebellion
and assault and clear" said Gen. Maung Aye.

Because of the success of the political defiance campaign and 
the reunification of the NLD after the release of Daw Aung San
Suu Kyi, Slorc did not dare to hold the National Convention
acccording to the scheduled date, but postponed it until next
month(Nov 28). 

Diplomats in Burma think that this is because the SLORC is
worried about an NLD protest of the coming National Convention on
Oct 24. This will also coincide with the UNGA meeting and the
50th anniversary of  the founding day of the UN, which will be a
critical moment for the Burma issue, said a diplomat in Rangoon. 

However, the Slorc ambassador in Britain said that the
postponement is not related to any political reason but because
of the request of candidates who will be very busy with the Tha
Din Gyut Buddhism festival (full moon day of The Din Gyut), and
also because it coincides with the rice harvesting season.
