Dear Prime Minister:

As  a  Burmese  national  and  a refugee in Australia, I express my
sincere gratitude to the Prime Minister and people of Thailand  for
their  kindness in accommodating refugees and displaced people from
Burma. I thank you in particular for your  kindness  shown  towards
Burma's  Karen  refugees who fled recent fightings at the Manerplaw
area, having expressed your grave concern and sympathy by  visiting
to these refugee establishments.

I  am very supportive of the Royal Thai Government's initiatives in
mediating the political settlement between the Burmese Army and the
ethnic minority freedom fighters. In this regard,  I  also  support
the  involvement of ASEAN dialogue partners - especially Australia,
and the European Union and the United States Department  of  States
to  witness  the  conclusion  of  cease-fire  and  peace agreements
between disputing parties in Burma. I have enclosed a  copy  of  my
appeal  letter  to  the  European  Union  to lend their supports to
Thailand in this regards.

Please allow me in reassuring to you that such  a  support  of  the
Royal  Thai  government  with  the  respective  governments  in its
partnership do not amount to interfering the  internal  affairs  of
Burma. The role of the international community in this regard is to
facilitate dialogue between ethnic minorities, Burmese army and the
civilian  opposition  in the atmosphere of confidence and increased
trusts between these disputing parties. In such  a  process,  there
are  no  element  of  interference  by  international  community in
internal political affairs of Burma  as  has  been  stated  by  the
military  government  of  Myanmar, because we, the people of Burma,
will resolve our own problems and will make decisions by ourselves.

I extended my appeal to you to grant the temporary  protection  for
these  refugees  and  displaced people from Burma. The situation of
displaced women and childern are of particular concern  to  me  and
therefore the due attentions given to their welfare and security by
the  Royal  Thai  Government are appreciated by us. In an effort to
reduce the trans-border movements of displaced people from Burma, I
particularly have mede my appeal to  the  United  Nations  Security
Council  for  a speedy improvement of human rights situation within
Burma.

Finally, I should like to express my sincere thank to you  and  the
Royal  Thai  Government  for  your  efforts  made  to support these
refugees and displaced people from Burma.

RE:  The  U.N. Security  Council  Action on the Government of Myanmar

As a Burmese refugee in Australia, I would like  to call
U.N. Security Council's attention, through Your Excellency's
office, to the   Military  Government  of Myanmar's non-compliance
to  the United  Nations  General  Assembly  resolution 49/197.
The Military Government of Myanmar's  violations of human rights
of  Burmese  citizens  in recent years  have  created  continuous
outflows  of refugees and displaced people inside and outside of
Myanmar. In  particular,  the Myanmar military government's recent
offensive on the opposition camps at Manerplaw has created an
outflows of 10,000 refugees into Thailand. In this regard, I have
also enclosed  the  letter  to  U.N. Secretary-General for your
information.

There have been the outflows of refugees  and  displaced  people  to
Myanmar's neighbouring countries, in particular Thailand, since the
Burmese  military  seize  state power in 1988. Continuing government's
repressions upon political dissidents and minorities, in the period
that followed the 27-May-1990  election - of which the military
authorities still refused to honour, have produced further exodus
of refugees and displaced people. Despite the appeals by
international community to solve its  human  rights  and  political
problems  through dialogues and through reconciliations, particularly
at the 1994 United Nations General Assembly, the Burmese military
have launched  a renewed offensive  on the oppositions in
December 1994.

Military  Government  of  Myanmar's  failure  to reconcile with the
civilian opposition and ethnic  minorities  amounts  to  delays  in
solving   the   Burma's   refugee  and  displaced  people  problem.
Because  of the Government's  over-spending  on military, the people
of Burma are experiencing the extreme poverty and  having to face
with an egregious humanitarian situation. I wish to appeal the U.N.
Security Council  to  urgently rectify  these  situations in Burma
so that a speedy improvement to human rights / humanitarian condition
can be made.

Thank you for your attention to Burma  and  your kind consideration
given to the Burmese people. We, Burmese people, are in the great hope
that  you  will  consider  our  requests favourably.
