INTRO:  BURMA'S MILITARY GOVERNMENT HAS GIVEN ITS FIRST
DETAILED ACCOUNT OF FIGHTING DURING AN OFFENSIVE OVER THE
PAST TWO MONTHS, AGAINST REBEL FORCES OF GOLDEN TRIANGLE
DRUG KINGPIN KHUN SA. V-O-A'S DAN ROBINSON REPORTS:

TEXT:  THE ACCOUNT OF THE FIGHTING WAS CARRIED IN A
BROADCAST LATE SUNDAY BY BURMESE TELEVISION, WHICH IS
CONTROLLED BY THE MILITARY GOVERNMENT IN RANGOON.

IT SAID BURMESE GOVERNMENT TROOPS LAST WEEK OVERRAN THREE
STRATEGIC POSITIONS OF KHUN SA'S MONG TAI ARMY, AROUND MONG
KYAWT, IN EASTERN SHAN STATE, NEAR THE BORDER WITH THAILAND.

MONG KYAWT WAS REPORTED TO HAVE BEEN CAPTURED BY KHUN SA
FORCES IN MAY BUT THEN RE-TAKEN BY GOVERNMENT TROOPS.

ACCORDING TO THE TELEVISION REPORT, THE BODIES OF 250 KHUN
SA SOLDIERS WERE FOUND IN TRENCHES.

A BURMESE GENERAL -- KYAW WIN -- IS QUOTED IN THE REPORT AS
SAYING GOVERNMENT LOSSES IN THE CAMPAIGN AGAINST KHUN SA
WERE 196 DEAD AND AT LEAST 340 OTHERS WOUNDED.

THERE HAS BEEN NO INDEPENDENT CONFIRMATION OF THE GOVERNMENT
VERSION.

A REUTER NEWS AGENCY REPORT FROM BANGKOK (MONDAY) QUOTES A
SPOKESMAN FOR KHUN SA AS SAYING GOVERNMENT FIGURES WERE
EXAGGERATED.  HE ACKNOWLEDGED THREE REBEL POSITIONS WERE
CAPTURED, BUT SAID ONLY 40 REBEL SOLDIERS WERE KILLED.

BURMESE TELEVISION SAYS FOREIGN DIPLOMATS AND MILITARY
ATTACHES BASED IN RANGOON WERE TAKEN TO SHAN STATE SUNDAY TO
SEE ONE OF THE CAPTURED REBEL POSITIONS AND CAPTURED
WEAPONS.

THE TELEVISION REPORT DID NOT SAY IF THE VISITORS SAW ANY OF
THE GOVERNMENT OR REBEL CASUALTIES.  IT SAYS A
REPRESENTATIVE OF THE U-S DRUG ENFORCEMENT ADMINISTRATION
(D-E-A) WAS AMONG THE FOREIGN VISITORS.

PRODUCTION AND REFINING OF OPIUM IN THE GOLDEN TRIANGLE --
WHERE THE BORDERS OF BURMA, THAILAND AND LAOS MEET -- IS
CONTROLLED LARGELY BY KHUN SA AND SEVERAL OTHER GROUPS.

HALF ETHNIC CHINESE AND HALF SHAN, KHUN SA ACCUSES THE
UNITED STATES OF WRONGLY PORTRAYING HIM AS A DRUGLORD.  HE
SAYS HE ONLY TAXES OPIUM TRAFFIC TO FINANCE HIS CAMPAIGN FOR
THE INDEPENDENCE OF SHAN STATE.

BURMA'S MILITARY HAS RECENTLY SAID IT IS COMMITTED TO
ELIMINATING THE NARCOTICS TRADE AND GROUPS CONTROLLING IT.

THE BURMESE GOVERNMENT USED AIR POWER IN ITS OFFENSIVE
AGAINST KHUN SA.  ALTHOUGH KHUN SA FORCES HAVE
SURFACE-TO-AIR MISSILES, THERE ARE NO REPORTS OF ANY BURMESE
GOVERNMENT AIRCRAFT HAVING BEEN SHOT DOWN.  (SIGNED)
