report said, the junta remains "a serious violator of international
human rights norms." It also said that "several former insurgent groups
with which the government now has cease-fire accommodations . . . are
important narcotics trafficking organizations."
   Whether the junta is sincere in its professed anti-narcotics efforts
is being debated within the U.S. government. In an attempt to prove its
commitment, the SLORC has staged periodic burnings of seized drugs for
the benefit of visiting U.S. congressmen and other dignitaries.
   But according to a March 1993 State Department report, Burma's
anti-narcotics actions "are mainly cosmetic and ineffective, eradication
and seizure statistics are insignificant, and narcotics-related
corruption is widespread."
   Since the SLORC came to power, opium production in Burma has more
than doubled, reaching about 2,866 tons last year, U.S. officials said.
Less than 1 percent of the production was reported seized by
authorities.
